Focus on supporting business development

The private economy is increasingly asserting itself as an important driving force of the economy. Therefore, in recent years, our province has built and implemented many mechanisms and policies to encourage business development in both quantity and quality. A typical example is Resolution No. 214/2022/NQ-HDND, dated April 13, 2022 of the Provincial People's Council on promulgating the Policy to support business development in Thanh Hoa province for the period 2022-2026.

In order for Resolution No. 214/2022/NQ-HDND to quickly come into effect, immediately after taking effect, the Department of Planning and Investment presided over and coordinated with relevant sectors, localities and units to advise the Provincial People's Committee to issue Plan No. 140/KH-UBND, dated May 19, 2022, to implement policies to support business development in Thanh Hoa province in 2022; Plan No. 23/KH-UBND, dated February 10, 2023, to implement policies and tasks to support business development in Thanh Hoa province in 2023. Accordingly, specific tasks were assigned to departments, sectors, localities and units to specify the goals, tasks and solutions to support business development.

In addition, departments, branches, localities and press agencies in the province have focused on propagating and disseminating policies, subjects, conditions and support levels, etc. to the business community, entrepreneurs and people. In addition, in the process of consulting and guiding organizations and citizens to carry out administrative procedures on business registration, the Department of Planning and Investment has informed, disseminated and guided business founders and businesses on business support policies being implemented in the province. The Department of Information and Communications coordinated with Thanh Hoa Provincial VCCI, the Provincial Business Association and related units to organize conferences to introduce a number of digital transformation platforms and solutions and ways to determine indicators to assess the level of digital transformation of businesses; introduce support policies for businesses according to Resolution No. 214/2022/NQ-HDND...

With the active participation of sectors, localities and units, Resolution No. 214/2022/NQ-HDND has been and is being implemented with 7 supporting contents. Accordingly, the total implementation cost in the 2 years 2022-2023 is 20,933 billion VND (in 2022 it is 6,227 billion VND; in 2023 it is 14,306 billion VND). It can be said that the promulgation and implementation of Resolution No. 214/2022/NQ-HDND has institutionalized the policies, orientations, goals and solutions for enterprise development of Thanh Hoa province. Thereby, contributing to promoting the start-up movement, improving the investment and business environment, promoting digital transformation in enterprises. At the same time, it creates a basis for supporting business development in terms of both quantity and quality, associated with improving production and business efficiency and competitiveness of businesses in a sustainable direction...

In addition to the achieved results, the implementation of Resolution No. 214/2022/NQ-HDND still has limitations. That is, the results of implementing a number of contents to support businesses are lower than the plan and budget estimates assigned by competent authorities. This comes from many reasons, in which the resolution is implemented in the context of high prices of gasoline, electricity, raw materials, fuels, bank interest rates; production, business activities and export markets of enterprises are narrowed; many enterprises have to cut labor and working hours... leading to difficulties in implementing the policy.

In addition, the content of "supporting enterprises to expand the market for goods consumption and supporting funding for digital transformation consulting and application of digital technology" in Resolution No. 214/2022/NQ-HDND applies to the subjects and procedures for support according to the provisions of Decree No. 80/2021/ND-CP, dated August 26, 2021 of the Government detailing and guiding the implementation of a number of articles of the Law on Support for Small and Medium Enterprises. However, the Ministry of Finance has not yet issued a document guiding the mechanism for using the State budget for regular expenditures to support small and medium enterprises (as prescribed in Point b, Clause 2, Article 28 of Decree No. 80/2021/ND-CP). Therefore, the units assigned to preside over the implementation of the Resolution of the Provincial People's Council have not had a basis for implementation...

It can be said that the issuance of Resolution No. 214/2022/NQ-HDND is expected to contribute to the successful implementation of business development targets; as well as promote the implementation of socio-economic development goals and tasks of the province in the period of 2021-2025. Therefore, in order to continue to effectively implement the resolution in the coming time, sectors, localities and units need to promote propaganda and dissemination so that the spirit and content of the resolution are widely spread. Thereby, raising the awareness of cadres, party members, businesses and people about the meaning and importance of business development. At the same time, be more determined and responsible in organizing the implementation of support policy contents. Focus on improving the capacity and qualifications of the staff working to support businesses, especially implementing content to support connection, information sharing, promotion and introduction of business products on the digital platform of Thanh Hoa province's State administrative agencies...
