Thai Binh Dermatology Hospital consists of 2 facilities, established under Decision 1870/QD-UBND dated July 31, 2018 of the Provincial People's Committee on merging the Dermatology Center into Van Mon Dermatology and Leprosy Hospital and changing the name of Van Mon Dermatology and Leprosy Hospital to Thai Binh Dermatology and Leprosy Hospital.
However, in reality, the functions and tasks of the two facilities are not identical. Specifically, facility 1 at 278 Tran Thanh Tong (Thai Binh city) performs the functions and tasks of medical examination, treatment, rehabilitation in the field of dermatology, and leprosy prevention and control in the community.
Facility 2 is located in Vu Van commune (Vu Thu district) and performs the function of general medical examination and treatment and care for inpatients with disabilities suffering from leprosy.

Officials and leaders of Thai Binh Dermatology Hospital said that since the merger, the unit has always encountered difficulties in management, operation, and human resource training. Because the tasks and functions of the two units are completely different, investment and development are spread out, without a focus, affecting the state budget, while revenue is very limited.
In reality, the facilities of facility 1 are cramped, degraded, and have limited equipment, affecting professional and technical development to improve treatment quality and meet the increasing health care needs of the people.

At the end of 2024, the Hospital will take over the new facility ( old City General Hospital ) according to Decision No. 2225/QD-UBND dated December 24, 2024 of the People's Committee of Thai Binh province.
However, since then, everything has been "at a standstill" because the province has not yet allocated funds for basic repairs to renovate the functions of specialized departments to serve the relocation to the new facility for operation.
At facility 2, the medical equipment is also degraded, old, broken, outdated, and has not been invested in for many years; there is a lack of qualified staff, and difficulties in training the next generation to serve the work of general medical examination and treatment, leading to very limited implementation of the annual plan targets.
Through monitoring, the capacity of inpatient beds is still low compared to the plan. In the last 3 years, it only fluctuated from 35-46% of the planned 80 beds.
Attracting patients is difficult, but reducing the number of nursing staff caring for and serving people with disabilities has not yet been as expected.

In 2010 and 2011, facility 2 cared for and nurtured about 400-500 disabled people with leprosy, so the nursing staff to care for and serve this group had to recruit up to 30 people. Over the years, the number of disabled people due to leprosy has gradually decreased, currently there are only 83 patients, leading to a surplus of nursing staff.
In 2019, the Department of Home Affairs of Thai Binh province requested the hospital to cut 5 nurses, but so far the unit has not been able to do so because in the past, when recruiting, there were cases where they were civil servants, and there were cases where they were contracted to serve and care for patients with state budget salaries. Therefore, the hospital leaders do not know which category or which group to reduce.
Currently, most of the surplus staff are not professionally trained, so it is very difficult for the hospital to arrange and assign jobs for these staff.
To resolve difficulties for the unit, hospital staff and doctors hope that the Provincial People's Committee and related departments and branches will study and consider changing and adjusting functions and tasks to match reality.

Specifically, Thai Binh Dermatology Hospital only focuses on developing specialized and specialized fields in dermatology. General medical examination and treatment activities should be considered for transfer to district hospitals; and the management, care and nurturing of people with disabilities due to leprosy should be transferred to the social protection department.
It is known that due to the merger of inconsistent functions and tasks between units, Thai Binh Dermatology Hospital is currently benefiting from the Project on developing high technology and specialized technology for the period 2024-2028 approved by the Provincial People's Committee with a support level of about 4.7 billion VND, which will be very difficult to implement if the infrastructure is not improved.
