Kinhtedothi - During group discussions on the implementation of the 2024 Capital City Law, Hanoi City People's Council delegates expressed their agreement with the provision of additional income for officials, civil servants, and public employees; they also noted that this is a content that will have a significant impact on officials and civil servants in the capital city.
On the afternoon of December 9th, at the 20th session, delegates of the Hanoi City People's Council discussed in groups the following topics: Results of the implementation of socio -economic development tasks in 2024; the city's socio-economic development plan for 2025; the local budget estimate and budget allocation for the city in 2025; the public investment plan for 2025 and adjustments to the city-level medium-term public investment plan for the five years 2021-2025; and draft resolutions on the implementation of the Law on the Capital City.
Hanoi is currently short of more than 10,000 teachers.
During the group discussion, delegate Tran The Cuong, Director of the Hanoi Department of Education and Training, stated that over the past year, with the decisive leadership and direction of the city, along with the involvement of all levels, sectors, and the people of Hanoi, the city's socio-economic development has made significant strides, and many major tasks have been accomplished. Notably, the Law on the Capital City was passed, and two capital city planning documents were finalized and submitted to the Government . These are important legal foundations for the city's future development.

"The education sector, in particular, benefits from the policy mechanisms outlined in Article 22 of the Capital City Law and is currently striving to concretize regulations on joint ventures and partnerships, as well as increase teachers' incomes. The sector is also making efforts to undergo digital transformation and establish a smart operating center to manage educational activities throughout the city from this center," Representative Tran The Cuong informed.
According to the Director of the Hanoi Department of Education and Training, Tran The Cuong, Hanoi has the largest education system in the country, and the expectations and pressures are also very high. The department's efforts have met some of these expectations; however, the teacher-to-class ratio remains low, and Hanoi currently lacks more than 10,000 teachers. The city has implemented solutions such as the "Schools working together for development - teachers sharing responsibility" movement and relocating teachers from the inner city to the suburbs to improve the overall quality of education and gradually narrow the gap in educational quality between schools and educational institutions in Hanoi.


In addition, several other solutions have also proven effective in addressing the teacher shortage, such as establishing a teacher bank and conducting teacher recruitment examinations.
"It is expected that at this session of the Hanoi People's Council, regulations on the amount of monetary rewards for teachers and students in Hanoi who achieve high results in city-level, national, and international competitions and examinations will be considered and approved. This is expected to create a significant boost in improving the quality of education in Hanoi," emphasized delegate Tran The Cuong.
Expectations for the Capital City Law and the two major planning schemes.
In 2024, Hanoi achieved a major success when, on June 28, 2024, the National Assembly passed the Law on the Capital City, effective from January 1, 2025, and provided feedback on two major planning projects: the General Planning for the Construction of the Capital City until 2030 and with a vision to 2050; and the revised General Planning for the Construction of the Capital City until 2045, with a vision to 2065. “The National Assembly has passed the Law on the Capital City, and soon the two major planning projects will be approved – this will be the basis for Hanoi to develop faster and stronger,” said Representative Nguyen Ngoc Viet (from My Duc district).

Speaking in the discussion, delegate Duong Hoai Nam (Long Bien district) said that the results of implementing socio-economic development tasks in 2024, despite difficult conditions, have yielded positive results. It is a year of creation, the Capital City Law 2024 has been passed, and the Hanoi People's Council has concretized its implementation through 12 resolutions that have a significant impact on the immediate and long-term development of the Capital City.
Regarding the implementation of the Law on the Capital City, delegates expressed their agreement with the provision of additional income for officials and civil servants; they also stated that this is a content that will have a significant impact on officials and civil servants in the capital city. Increased attention and benefits will enhance their sense of responsibility and create a more enthusiastic spirit among officials and civil servants.
