According to the Quang Nam Provincial People's Committee Office, Mr. Ho Quang Buu, Vice Chairman of the Provincial People's Committee, has requested a focus on resolving related obstacles and accelerating the land clearance process for the Nam Hoi An resort project.

Accordingly, Mr. Buu requested the People's Committees of Thang Binh and Duy Xuyen districts to direct relevant units and commune-level People's Committees to urgently develop, appraise, and submit for approval the land compensation and resettlement land prices; to complete all necessary documents and procedures for determining land origin and land acquisition; and to expedite investment in resettlement areas to ensure sufficient resettlement land for households subject to relocation and clearance.

The districts, in coordination with relevant units, are focusing on resolving related obstacles and accelerating the progress of compensation, support, and land clearance for the Nam Hoi An Resort project. In cases where obstacles arise that are beyond their authority, they should promptly submit written reports and proposals to the Department of Natural Resources and Environment for guidance and resolution.

He also instructed the Department of Natural Resources and Environment to take the lead in coordinating with the Department of Construction, the Department of Agriculture and Rural Development, and other relevant departments and agencies to monitor and guide the People's Committees of Thang Binh and Duy Xuyen districts, and other units in carrying out land clearance work, promptly resolving difficulties and obstacles to accelerate the progress of land clearance for the Nam Hoi An Resort project.

Nam Hoi An Development Co., Ltd. is working with the People's Committees of Thang Binh and Duy Xuyen districts, and the Department of Natural Resources and Environment to provide relevant documents and guidance on resolving requests.

The 1/500 scale detailed planning needs to include all necessary public amenities.

Regarding this project, Mr. Ho Quang Buu recently chaired a meeting to discuss several issues concerning the 1/500 detailed planning of the Nam Hoi An resort area in Duy Xuyen and Thang Binh districts, phase 1-B.

After hearing the report from Nam Hoi An Development Co., Ltd., the opinion of the Department of Construction, and the opinions of participating agencies and units, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested the Department of Planning and Investment, the Department of Construction, and other relevant departments and agencies to actively coordinate and guide the company in preparing the revised 1/500 detailed planning documents.

During the process of appraising the 1/500 detailed planning documents, the Department of Planning and Investment is requested to promptly provide relevant documents to address issues related to the project boundaries in each stage… to ensure sufficient legal basis for investment in organizing the appraisal and submitting the plan for approval.

The Department of Construction conducts the appraisal only after ensuring full compliance with the procedures and regulations stipulated by law regarding investment, land, environment, planning, construction, etc., for the project.

Ensure compliance with the legal requirements for planning adjustments; do not legitimize violations, do not repeat violations already identified by inspections, audits, and investigations, and do not create new violations. For any unresolved issues, the lead agency shall coordinate with relevant agencies and units to reach a consensus and resolve them in accordance with regulations.

The Department of Construction also needs to guide Nam Hoi An Development Co., Ltd. in receiving and providing explanations to ensure compliance with investment laws and other relevant legal regulations; in case of difficulties, it should promptly coordinate with relevant units to guide the company in completing the dossier according to regulations.

Specifically, regarding the arrangement of motorized roads along the coast to ensure national defense and security, the Department of Industry and Trade's opinion concerns the scale of electricity supply for the project; the Department of Agriculture and Rural Development's opinion concerns forest land (if any) within the Nam Hoi An resort project; the Quang Nam Provincial Inspectorate's opinion emphasizes that the project implementation must ensure full legal compliance regarding investment; and the Department of Construction has recommended the addition of community amenities associated with the parking area as outlined in the approved zoning plan.

The Vice Chairman of Quang Nam province also requested that during the research and completion of the planning project, the architectural and urban landscape spaces should be arranged and distributed appropriately for each functional area. Particular attention should be paid to providing adequate public amenities in the area leading to the beach, along with a public parking area. The organization of water surface areas must ensure environmental safety, and environmental impact assessments should be conducted before project implementation in accordance with current laws.

The $4 billion project is divided into 7 phases.

The Nam Hoi An Resort project was granted an Investment Certificate by the Quang Nam Provincial People's Committee on December 10, 2010, with the first amendment certificate issued on March 23, 2015. The Chu Lai Open Economic Zone Board issued the second amendment certificate on August 2, 2016, and the Quang Nam Provincial Department of Planning and Investment issued the third amendment certificate on September 28, 2020.

The project covers an area of ​​985.6 hectares, located in Duy Hai and Duy Nghia communes (Duy Xuyen district) and Binh Duong commune (Thang Binh district).

The investor is Nam Hoi An Development Company Limited, a subsidiary of VinaCapital Group.

The project is divided into 7 phases with a total investment of $4 billion. Phase 1, developed on an area of ​​163 hectares with an investment of $500 million, includes an 18-hole golf course meeting international competition standards and a 1,000-room resort, which is already operational.
