This is the request of the leaders of the Quang Ninh Provincial People's Committee at the meeting on removing difficulties and obstacles in site clearance for the Quang Ninh LNG Power Plant project and a number of projects in the Coal industry on the afternoon of August 6.

Quang Ninh LNG Power Plant Project has a scale of 1 gas power plant using combined cycle gas turbine technology with a capacity of 1,500 MW; 500 kV distribution yard and infrastructure and technical works serving the power plant; LNG import terminal meeting the output scale through the port of 1.2 million tons of LNG/year.
When put into operation, the project is expected to add about 9 billion kWh of electricity per year to the national power system, contributing to ensuring energy security, reducing greenhouse gas emissions and contributing about VND 57,700 billion to the local budget within 25 years.
According to the report at the meeting, the Quang Ninh LNG Power Plant project is implemented on a total area of 41.12 hectares, of which 4.9 hectares have been recovered. Regarding the remaining land area, Cua Ong ward is completing the steps according to the compensation, support, resettlement, and recovery procedures to hand over the land to the Investment and Construction Project Management Board of Region II and the investor.
After hearing the report on the implementation results, the leaders of the Quang Ninh Provincial People's Committee requested the Management Board of Investment and Construction Projects of Region II to hand over 4.9 hectares to the investor before August 11. At the same time, they learned from experience in site clearance and completed procedures to hand over to the investor.

For the water surface area of the project, the Department of Agriculture and Environment and the Department of Industry and Trade are required to support the investor in completing the procedural documents and reporting the progress monitoring work log to hand over the water surface to the investor this August. As for Cua Ong ward, it is necessary to urgently complete the site clearance process to hand over the remaining land area to the investor in the third quarter of 2025.
Quang Ninh currently has 7 coal-fired thermal power plants in operation with a total capacity of 5,640 MW. Thermal power plants play an important role in providing electricity for production and daily life. In the trend of switching to clean energy, the province's first liquefied natural gas thermal power project, when completed and put into operation, will contribute to the policy of transforming the development model from "brown" to "green".
Within the framework of the meeting, regarding a number of projects to renovate and rebuild old apartment buildings in Cam Thuy ward (old) now Quang Hanh ward, the leader of the People's Committee of Quang Ninh province requested the People's Committee of Quang Hanh ward to invite the investor to review the contents, clarify responsibilities, and if beyond authority, report to the Provincial People's Committee to completely resolve the people's petitions.
At the same time, the Coal Industry and the People's Committees of the wards will review old D-class apartment projects originating from the Coal Industry's workers' housing, ineffectively used assets, assets no longer in need of use, as well as production plans, housing development and other plans that are behind schedule, and report to the Provincial People's Committee before August 15.
Regarding the site clearance of the land area assigned to the Coal Industry units, the Provincial Project Management Board is assigned to review and strengthen coordination to ensure compliance with prescribed procedures.
