At the discussion of Group 13, National Assembly Chairman Tran Thanh Man expressed his concern about the implementation of the socio-economic development plan and the state budget in the first months of 2025. Accordingly, the macro-economy remained stable, inflation was well controlled; credit growth was positive; budget revenue in the first 4 months of the year reached over 944 trillion VND, equal to 48% of the estimate; social security was actively implemented, the Government and the Fatherland Front were determined to complete the elimination of temporary houses, dilapidated houses, and bamboo and thatched houses in October 2025.
In addition to the achievements, the National Assembly Chairman also pointed out a series of difficulties to be faced in the remaining months of 2025. Specifically, the world situation is complicated, trade tensions are increasing, protectionist policies from major economies pose risks to exports and attracting foreign investment to Vietnam. Subjectively, disbursement of domestic public investment capital has not met requirements, progress is slow. Purchasing power has recovered slowly in some areas, reflecting that domestic consumer demand is not really strong. People are confused and afraid because of the widespread counterfeit, fake, and poor quality goods.
During the group discussion, delegates also discussed the socio-economic development plan for 2025, with the goal of GDP growth of 8% or more, economic size exceeding 500 billion USD and GDP per capita reaching over 5,000 USD. This goal is considered “challenging” in the context of the global economy still containing many potential risks and increasing internal pressures.
To achieve this impressive figure, the Government has submitted to the National Assembly a series of key solutions: increasing budget revenue by more than 15%, flexibly adjusting the budget deficit to 4-4.5% of GDP if necessary, while tightening regular spending, giving maximum priority to development investment. This is considered a drastic step to ensure strong resources to promote growth.
A notable point is the acceleration of public investment disbursement right from the beginning of the year. According to the Prime Minister's request, all capital allocated during the year must be disbursed at 100%. This is the key driving force to stimulate demand, expand production, accelerate infrastructure development and stimulate the development of related industries.

However, the current major bottleneck is the increasing bad debt of banks. As of early 2025, the bad debt ratio of the whole system has exceeded 4%, equivalent to hundreds of thousands of billions of VND lying "unpaid", slowing down the flow of credit in the economy.
Regarding the fight against counterfeit goods, the National Assembly Chairman pointed out that the trade in counterfeit goods is still widespread despite adequate legal mechanisms. Localities need to seriously review, tighten market management, and restore consumer confidence.
The National Assembly Chairman highly appreciated the urgent working spirit of the National Assembly when passing two major resolutions on institutional reform and private economic development with high approval rates. He called on localities to focus on implementation, concretize with real actions, avoid formalities and not delay.
