The Department of Science and Technology of Hai Phong and Hai Duong have just signed a memorandum of understanding on the plan to implement digital transformation tasks when merging the two localities.

Accordingly, in addition to the 12 shared application systems that have been reviewed and evaluated, the two sides continue to agree on plans for the systems, arising items, criteria for selecting technology solutions and building a plan to synchronize the systems, ensuring that when the province merges, the systems will be put into operation immediately without service interruption.

Previously, at the meeting between the Standing Committee of Hai Phong City Party Committee and the Standing Committee of Hai Duong Provincial Party Committee, the two sides agreed on many key contents in the process of building the Project to merge Hai Duong province and Hai Phong city.

The two sides agreed to review the organizational system and administrative procedure information between the two localities to ensure connection, synchronous and smooth operation between levels; develop a plan to integrate specialized databases, assign focal points, implementation roadmap and ensure information security. On that basis, adjust and consolidate the digital transformation plan, identify key tasks in the Action Plan to implement Resolution No. 57-NQ/TW of the Politburo to apply to the new administrative unit.

According to Mr. Nguyen Minh Hung - Vice Chairman of Hai Duong Provincial People's Committee, Hai Duong province has identified a number of key tasks to develop platforms for digital transformation, prioritizing the application of a number of core technologies that can be taken as shortcuts and have the ability to make strong breakthroughs such as artificial intelligence (AI), blockchain, financial technology (Fintech), cloud computing (Cloud) ... to create new business models, new products and services of high value. At the same time, affirming the pioneering role of Hai Duong and Hai Phong in shaping the strategy for developing science, technology and digital transformation, building smart cities, and regional innovation centers.

These are also superior solutions that bring practical efficiency to the government, people and businesses when applying new technology to the production, operation and service provision processes, aiming at socio-economic development associated with local strengths.

Towards building a regional innovation center

In fact, developing science and technology and digital transformation is a consistent, comprehensive strategy that determines the productivity, quality, efficiency, and competitiveness of Hai Phong and Hai Duong.

Hai Duong is one of the leading provinces in the digital transformation process. This is clearly demonstrated through the results of the implementation of Project 06 on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030.

In particular, in the context of organizing and arranging commune-level administrative units, abolishing district-level administrative units and preparing conditions for merging with Hai Phong City, Hai Duong is accelerating digital transformation in accordance with the direction of Resolution No. 57-NQ/TW dated December 22, 2024 on breakthroughs in science and technology development, innovation and national digital transformation.

In Hai Phong, the locality also focuses on developing strong digital technology enterprises, playing the role of advanced production forces in the digital economy. The locality has identified five priority sectors to promote the digital economy, including e-commerce, smart tourism, smart agriculture, smart manufacturing, and information and communication technology (ICT). In addition, Hai Phong has also promoted the construction of Internet of Things (IoT) infrastructure and the synchronous deployment of digital utilities in key sectors and industries.

Hai Phong City aims to have the digital economy account for 35% of GRDP by the end of 2025. The digital economy in each industry and sector will reach at least 15%. E-commerce accounts for over 15% of total retail sales. In addition, Hai Phong also aims to have over 0.7 digital technology enterprises per 1,000 people, 85% of the population aged 15 and over have payment accounts at banks or other licensed organizations, more than 50% of adults have digital signatures or personal electronic signatures, and 80% of adults have VNeID electronic identification accounts. This is an important step to promote comprehensive digital transformation and develop a modern and sustainable economy in Hai Phong.

The strong application of technology in management, operation and service to people and businesses is creating a new look for public administration and socio-economy of localities, especially in the context of Hai Duong province and Hai Phong city preparing to merge.

According to Mr. Nguyen Cao Thang - Director of the Department of Science and Technology of Hai Duong, Hai Duong has been gradually developing the digital government platform, digital economy and digital society, through the deployment of advanced technology applications. Especially, in the context of Hai Duong province and Hai Phong city preparing to merge, aiming to build a regional innovation center, this will create a premise for breakthrough development of the key economic region in the North.

Mr. Nguyen Cao Lan - Director of the Department of Science and Technology of Hai Phong said that Hai Phong is actively reviewing, developing and promulgating the city's Joint Action Plan based on a unified planning framework under the direction and guidance of the Central Government, to ensure strategic, comprehensive, unified, synchronous and specific nature in the development of science, technology, innovation and digital transformation in the locality.
