These days, the family of Ms. Nguyen Thi Luyen, hamlet 4, village 13, Hiep Hoa commune, Quang Yen town is urgently completing the construction of a level 4 house. Originally a household with particularly difficult circumstances in the commune, when her husband - Mr. Dinh Kien Truc, used to be a mine worker with a stable income, became mentally disabled after a traffic accident. Ms. Luyen herself is often sick and not strong enough to do heavy work. Meanwhile, the couple has 3 children of school age, all the burden falls on Ms. Luyen's shoulders. The economy is extremely difficult, lacking everything. The 5-room tiled roof house left by her parents was built more than 50 years ago and is dilapidated, leaky, and severely damaged. Knowing the difficult circumstances of her family, the Youth Union of the Bank for Agriculture and Rural Development, Quang Yen Branch supported her family with 80 million VND and with the help of construction materials from the commune government and neighbors, their house is almost completed.
Ms. Luyen excitedly said: My family is very lucky to receive the attention of benefactors, the local government has accompanied and supported the construction of a charity house so that the family has a place to shelter from the rain and sun. I am very happy and excited to be moving to a more solid and secure house.
In addition to Ms. Luyen's family, Quang Yen town has 6 near-poor households with difficult circumstances that are eligible for support to remove temporary housing and dilapidated houses this year. Of these, 5 households will build new houses and 1 household will repair with a support level of 80 million VND/household for new construction and 40 million VND/household for repair. The town has assigned specific tasks to each department, branch, organization, and locality and mobilized the support of philanthropists and the business community.
Mr. Doan Van Hanh, Deputy Head of the Department of Natural Resources and Environment (Quang Yen Town) said: Up to this point, the program to eliminate temporary housing and dilapidated houses has completed about 90% of the work. In addition to the completed houses, the locality is still paying attention to supporting households to continue implementing. Support resources have been fully provided to households. It is expected that by the end of May, the town will complete the program to eliminate temporary housing and newly-emerged dilapidated houses in 2025 5 months ahead of the general plan of the province.
Along with other localities in the province, Ha Long City has promptly directed wards and communes to conduct reviews and assessments. On that basis, it mobilized social resources to support households in building new and repairing houses to ensure a stable life. Accordingly, the whole city has a total of 31 households in 12/32 wards and communes in need of building new and repairing houses, of which 17 households are building new and 14 households are repairing. To support households with conditions to soon improve their housing, communes and wards have proactively mobilized social resources supported by cadres, party members, people, businesses, and philanthropists in the area.
After nearly 2 months of living in a newly renovated house that is more spacious and solid, Ms. Le Thi Huong, group 10, area 5 (Ha Tu ward) is extremely happy and excited. Having no stable job and having to raise a disabled son, Ms. Huong's family life is extremely difficult. The level 4 house built many years ago is dilapidated, degraded, and not safe during rainy days. Given the situation of Ms. Huong's family, the ward's Fatherland Front has called on cadres, party members and people in the area to support the family with 50 million VND along with many working days and construction materials to repair the house.
Ms. Le Thi Huong shared: My mother and I are in extremely difficult circumstances, thanks to the help of the community, we have a roof over our heads to protect us from the rain and sun. Without everyone's help, we don't know when we would be able to repair the house like this. I am very grateful for everyone's concern.
The program to eliminate temporary and dilapidated houses is still being actively implemented by localities in the province. Through review, the number of poor and near-poor households in the province in need of housing construction support is estimated at 135 households (112 new households; 23 households for repair); households with meritorious services to the revolution and relatives of martyrs in need of housing support is estimated at 392 households (168 new households, 224 households for repair).
The province aims to complete support for 135 poor and near-poor households by October 2025; and complete support for 392 households with revolutionary contributions by the end of 2025. The review of beneficiaries is carried out publicly and transparently, with close supervision from all levels of government, ensuring legitimate rights for the people.
