
According to the Planning of Quang Ninh province for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, the province will have 5 economic zones with a total area of 375,171 hectares and 23 industrial parks with a total area of 18,842.56 hectares. Currently, 5 economic zones have begun to take shape: 2 coastal economic zones Van Don, Quang Yen and 3 border economic zones Mong Cai, Hoanh Mo - Dong Van and Bac Phong Sinh. In the province, there have been 10 industrial park projects investing in construction and infrastructure business with a total area of 3,913 hectares with 173 projects with a total registered investment capital of 9,285.4 million USD and 50,279.4 billion VND; the average occupancy rate is 57.87%...
The development of economic zones, industrial parks, industrial clusters and ensuring energy security in the province has recently achieved many positive results; the province's economic structure continues to shift strongly towards industrialization and modernization; economic zones and industrial parks have gradually become large-scale industrial production, logistics and service centers, making important contributions to GRDP growth. Many large-scale, high-tech projects have come into operation, contributing to the formation of new production chains, improving productivity and added value.
In the energy sector, the industry structure has made positive changes, gradually reducing dependence on coal sources, increasing the proportion of clean energy, renewable energy and liquefied natural gas. Key projects such as the Quang Ninh LNG Power Plant are being accelerated, striving to put into operation soon; along with that, wind power, solar power and biomass power projects are being promoted, forming a foundation for the province's renewable energy industry... This demonstrates the strong and unified direction of the Provincial Party Committee, People's Council, Provincial People's Committee and the synchronous participation of sectors, localities and enterprises.

At the meeting, delegates agreed that, in addition to the achieved results, there are still some limitations that need to be focused on overcoming such as: The progress of implementing some infrastructure projects is still slow; the occupancy rate of some industrial parks is not high; digital transformation, regional linkage, and high-tech industrial development are not uniform; some problems in investment procedures, land, site clearance and worker housing need to be resolved promptly... On that basis, representatives of departments, branches, and localities focused on clarifying the existing problems and difficulties and proposed solutions.
Comrade Bui Van Khang, Chairman of the Provincial People's Committee, Head of the Working Group emphasized: Economic Zones and Industrial Parks are important driving forces of economic development, contributing to GRDP growth and budget revenue, attracting investment and creating jobs. Based on the planning approved by the Prime Minister and the direction from the central government, the Working Group needs to promote its role in promoting the development of these sectors.
First of all, it is necessary to reposition the unique advantages of the economic zones; promote border cooperation for Mong Cai border gate economic zone; focus on perfecting institutions and policies, especially piloting the development of Van Don special zone to move towards a modern economic model, developing according to world trends; build logistics infrastructure, develop seaports in Quang Yen coastal economic zone.
Support the conversion of traditional industrial parks and clusters into high-tech industrial parks and clusters; ecological industrial parks and clusters; specialized industrial parks and clusters. These include strategies and policies for developing high-tech, smart, environmentally friendly industries and industries with high added value, effectively using capital and labor associated with domestic, regional and international supply chains and value chains.

He noted the need to speed up the implementation of general and zoning plans; promote the development of science and technology, innovation and digital transformation; continue to complete synchronous and modern infrastructure (transport infrastructure; electricity infrastructure; irrigation infrastructure; urban infrastructure, etc.). Investors of industrial parks must be proactive and active, complete infrastructure, invest in worker housing areas to attract more secondary investors...
