At Hue city bridge point

The conference was held in person and online at local bridges. The main bridge was chaired by Deputy Minister of Justice , Mr. Nguyen Thanh Tu. Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee, Mr. Nguyen Chi Tai attended at the Hue City bridge.

Pursuant to Resolution No. 66-NQ/TW dated April 30, 2025 of the Politburo and a series of directive documents from June 2025 to present, the Government Party Committee has assigned the Party Committee of the Ministry of Justice to take the lead in implementing the task of reviewing legal regulations that cause difficulties and inadequacies in practice. Coordinating agencies include the National Assembly Party Committee, the Supreme People's Court, the Supreme People's Procuracy , Party Committees of ministries, branches, provincial Party Committees, city Party Committees and representatives of businesses, associations, lawyers, scientists, etc.

All aim at the same goal, which is to clearly identify legal "bottlenecks", from which to propose specific, feasible solutions to remove them.

Legal documents (VBQPPL) that are still in effect and have not yet come into effect will be reviewed according to three main groups of issues: Contradictory and overlapping regulations within a document or between multiple documents; unclear regulations, easily misunderstood, unreasonable or unfeasible; regulations that create a burden of compliance costs, hinder innovation, development and integration.

Depending on the nature and level of the "bottleneck", proposed solutions are in four directions: Explaining laws and resolutions; providing guidance on application; amending, supplementing, and replacing legal documents; issuing resolutions under special mechanisms of the National Assembly and the National Assembly Standing Committee.

At the conference, delegates exchanged, discussed and answered questions related to the implementation of the review task, gave opinions on the review results, and proposed solutions to improve the law to remove difficulties and obstacles caused by legal regulations.

Mr. Nguyen Thanh Tu, Deputy Minister of Justice, said: In the past time, the Party Committee of the Ministry of Justice has proactively advised and issued an implementation plan, and at the same time guided the implementation of the review task to all ministries, branches, localities, courts, procuracies, the State Audit and related organizations.

In particular, the Ministry of Justice has sent a document requesting more than 80 enterprises, associations, and large corporations to reflect on the difficulties caused by the law and propose solutions. The Ministry has also established an online reporting information system to support the quick and convenient updating, synthesis, and classification of review results.

Through initial review, the Ministry of Justice noted that most ministries, branches and localities have received and implemented the tasks. However, some units have not yet assigned official contact points to receive information and manage reporting system accounts. Some localities are still confused in implementation.

The Ministry of Justice requests ministries, branches and localities to clearly identify this as a key and urgent task, requiring focused direction, ensuring progress and quality. In particular, the report needs to clearly state major legal "bottlenecks" that affect reform, investment, production, business, innovation and people's lives.

Ministries and branches need to regularly update data on the online reporting system, coordinate with the Ministry of Justice in dialogues with businesses and associations, thereby developing recommendations to amend laws, issuing practical guidelines, contributing to perfecting the legal system to be synchronous, unified and feasible.
