Dear delegates, dear comrades!
In the joyful and exciting atmosphere, together with the whole country enthusiastically competing to achieve achievements to celebrate the 50th anniversary of the Liberation of the South, National Reunification and the major holidays in 2025, today, the Steering Committee for the implementation of the elimination of temporary and dilapidated houses in the province held a conference to summarize the work of eliminating temporary and dilapidated houses in the province. This is an event of great significance, marking the great efforts of the entire political system and the people in ensuring social security, improving people's lives, towards the goal of "leaving no one behind". On behalf of the provincial leaders, I would like to send to the leaders, delegates and the entire Conference my best wishes for health, happiness and success.
Dear comrades!
Identifying the elimination of temporary and dilapidated houses as a key task in social security and sustainable poverty reduction. Immediately after the Prime Minister issued Official Dispatch No. 102/CD-TTg dated October 6, 2024 on promoting the elimination of temporary and dilapidated houses nationwide, the Provincial Party Standing Committee urgently established the Provincial Steering Committee for the elimination of temporary and dilapidated houses to focus on leading and directing the response to the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" launched by the Prime Minister; resolutely directing and mobilizing all resources and participation of the entire political system, people, and business community with the motto "The Party leads, the State manages, the Fatherland Front and socio-political organizations support, and the People are the masters"; at the same time, promoting the spirit of "Mutual love and affection" to the highest level; “Whoever has something helps, whoever has work helps work, whoever has wealth helps wealth, whoever has little helps little, whoever has much helps much.”
With the drastic participation of the entire political system, the consensus and active participation of the people and business community, the work of eliminating temporary and dilapidated houses in Thai Nguyen province has achieved remarkable results.
I would just like to highlight some outstanding results such as:
1. Up to now, the province has supported the elimination of temporary and dilapidated houses for 1,838 households, reaching 100% of the plan (building 1,221 new houses; repairing 617 houses), 6 months earlier than the deadline set by the Government (before October 31, 2025). The total budget mobilized by the province to implement the program is nearly 195 billion VND.
2. In the 2021-2024 period, the province supported the construction and repair of 4,175 houses for poor and near-poor households; significantly contributing to reducing the poverty rate according to multidimensional poverty standards from 6.14% in 2022 to 2.04% in 2024.
3. Thai Nguyen is one of the pioneering localities in applying digital technology in the work of eliminating temporary and dilapidated houses. The creation, review, and management of lists of subjects to monitor progress, and updating images before, during, and after house construction are all carried out and stored on a digital platform, ensuring publicity, transparency, professionalism, and methodicality, creating motivation for all classes of people to accompany the government in the journey of building a warm home.
4. The province has transferred the remaining 5% savings from the 2024 state budget to the central government to support other localities with an amount of 45.6 billion VND; at the same time, it has actively participated in supporting provinces and cities in the work of eliminating temporary and dilapidated houses (supporting Bac Kan province with 3 billion VND and Hoa Binh province with 2 billion VND), demonstrating the spirit of sharing, solidarity and deep community responsibility.
5. Volunteers, police, military, local authorities, organizations and unions have joined hands to contribute 3,350 working days to support households in building and repairing houses, contributing to speeding up the completion of projects and saving costs to support people.
On behalf of the provincial leaders, I acknowledge, commend and highly appreciate the efforts of all levels, sectors and localities in the province; sincerely thank the noble gestures and kindness of cadres, party members, civil servants, public employees, people of all walks of life, philanthropists, and businesses inside and outside the province who have actively responded to the program to eliminate temporary and dilapidated houses in Thai Nguyen province.

To promote the achieved results and perform well a number of tasks in the coming time, I request that Party committees at all levels, authorities, Fatherland Front, and organizations in the province perform well the following contents:
Firstly, continue to promote propaganda, dissemination, and education to organizations, individuals, businesses, philanthropists, and all classes of people about the content, purpose, meaning, and humanity, creating a widespread influence to mobilize all resources from society, along with State resources to support housing construction for households in the emulation movement "Join hands to eliminate temporary and dilapidated houses" as well as movements and campaigns launched by the Central Government.
Second, for households that have been supported to remove temporary and dilapidated houses, Party committees and authorities must organize specialized activities in villages, hamlets and residential groups to raise awareness, arouse the will to be self-reliant, avoid the mentality of waiting and relying on others, and at the same time integrate the content of mobilizing the construction of cultural life and developing household economy into the activities of Party cells and residential groups; grassroots cadres must be close to the people, be friends with the people, accompany the people in the process of economic development and stabilizing their lives; promptly encourage and guide households to stabilize their lives, protect and use housing effectively and long-term.
Requesting departments, branches and sectors, according to their functions and tasks, to research and advise competent authorities to issue support policies such as: Vocational training, job creation, policy credit loans, access to healthcare, education... to help people escape poverty sustainably.
Third, the work of supporting people after the demolition of temporary and dilapidated houses must be carried out with the highest sense of responsibility, in the most profound and practical way, taking people's satisfaction and stability of life as the measure of results. The Provincial People's Committee (the standing agency of the Steering Committee) is assigned to synthesize the results of the assessment of the situation of stabilizing people's lives, proactively advise on synchronous and timely solutions; periodically report to the Standing Committee of the Provincial Party Committee.

I believe that, with the tradition of solidarity, sense of responsibility, determination, joint efforts and unanimity of the entire Party, government and people, Thai Nguyen province will continue to achieve more important achievements in poverty reduction and sustainable development.
