Drunk driver seriously injured traffic police major, repentant in detention

More than 2 weeks after the incident, Bac Kan City Police (Bac Kan Province) continued to investigate and clarify the act of "Murder" against the suspect Nguyen Van Minh (born in 1954, residing in Bac Kan City, Bac Kan Province). This person used a knife to seriously injure a traffic police major because he was handled for violating alcohol concentration on the evening of May 15.

According to the investigation agency's documents, after consuming alcohol, Mr. Minh rode his motorbike home, and when he reached Nguyen Thi Minh Khai ward (Bac Kan city), he was asked by the working group of the Traffic Police Department of Bac Kan province to stop the vehicle and check his alcohol concentration.

Through inspection, Mr. Minh violated the level of 0.943 mg/L of breath. This is a very high violation level, 2.5 times higher than the highest violation level prescribed in Decree 100/ND-CP.

The working group informed Mr. Minh about the violation, however, the man did not cooperate and left.

About 10 minutes later, this person returned to the traffic police checkpoint and used a sharp knife to stab traffic police major Duong Xuan Kiem (officer of the working group) in the left side, causing serious injury.

Mr. Nguyen Van Minh said that at the time of the incident, he was so angry at being handled by the traffic police that he acted out of control.

"At that time, I was so angry that I couldn't control myself. When I bought two knives at the grocery store and returned to the traffic police station to work, I couldn't control myself anymore and just rushed in and stabbed the police on duty," said Mr. Minh.

Mr. Minh added that he could not control himself because he had consumed alcohol.

"At that time, I was almost mentally disturbed, unable to distinguish between right and wrong. My mind could not stay calm, I was impulsive, my thoughts were hasty and I had to pay a very high price," Mr. Minh regretted.

After two weeks behind bars, Mr. Minh said he was very remorseful for what he had done.

"Anyone who does something wrong will regret it. Now sitting in detention, I wish everything could go back, but it's not possible. I hope everyone, if they drink alcohol, don't drive," said Mr. Minh.

Regarding the above incident, Colonel Nguyen Thanh Tuan, Deputy Director of Bac Kan Provincial Police, said that after the incident, Bac Kan City Police and the provincial police's professional departments quickly investigated and clarified the case. On May 18, the authorities issued a decision to prosecute Mr. Nguyen Van Minh for the crime of "Murder".

"In this case, if Nguyen Van Minh had complied with the law and the orders of the traffic police, the penalty would have been administrative. However, with the alcohol level being too high, more than 2.5 times the maximum level, the subject was able to control himself and attacked the traffic police while on duty. Through this incident, we see that the traffic police must continue to strictly handle acts of drinking alcohol and participating in traffic," Colonel Nguyen Thanh Tuan affirmed.

According to the Deputy Director of Bac Kan Provincial Police, people who drink alcohol and then participate in traffic not only endanger themselves and others, but when they cannot control themselves, they will commit acts that are dangerous to society.

According to statistics from the Traffic Police Department ( Ministry of Public Security ), in the first 5 months of 2023, there were 31 cases of resisting law enforcement officers nationwide, resulting in the death of 1 soldier and injury to 12 officers and soldiers. The authorities arrested 32 subjects.
