The incident of Miss Phuong Le parodying the National Anthem on livestream is being criticized across social media forums. In the face of outrage from the community and public opinion, Phuong Le had to speak up to explain and apologize.

On the afternoon of August 22, at a regular press conference, regarding the case of Miss Phuong Le allegedly having altered the lyrics of the National Anthem, the Department of Information and Communications of Ho Chi Minh City said: "Regarding the verification of information about Miss Phuong Le, the Department of Information and Communications of Ho Chi Minh City initially had some information related to the case of Ms. Le Thi Hau Phuong (Miss Phuong Le).

The use of the National Anthem has been guided by the Ministry of Culture, Sports and Tourism in Instruction No. 3420/HD-BVHTTDL dated October 2, 2012 on the use of the National Flag, National Emblem, National Anthem, and portrait of President Ho Chi Minh.

Accordingly, the National Anthem is used in flag-raising ceremonies at state offices, schools, political ceremonies of the country, organizations, national festivals, state and international sporting events...

Therefore, using the National Anthem in violation of the above instructions may result in criminal prosecution according to the provisions of Article 351 of the 2015 Penal Code, which stipulates "Crime of insulting the National Flag, National Emblem, National Anthem": Anyone who intentionally insults the National Flag, National Emblem, or National Anthem shall be subject to a warning, non-custodial reform for up to 3 years, or imprisonment from 6 months to 3 years.

In the field of administrative sanctions, there are currently no specific regulations to punish violations that insult the National Flag, National Emblem, and National Anthem.

Regarding the handling of the case, the Department of Information and Communications of Ho Chi Minh City added: "The Department is coordinating with relevant authorities to invite Ms. Le Thi Hau Phuong (Miss Phuong Le) to work and take measures to handle cases related to Ms. Le Thi Hau Phuong (Miss Phuong Le) in the past time in accordance with the law."
