Hanoi City is completing 6 important draft Resolutions in the field of science, technology and innovation to concretize the Capital Law No. 39/2024/QH15 and implement Resolution No. 57-NQ/TW of the Politburo .
These 6 drafts include: Resolution detailing a number of specific policies for the development of science , technology and innovation in Hanoi; Resolution regulating mechanisms and policies on investment and support for the development of the innovation ecosystem and creative startups in Hanoi; Resolution regulating controlled testing activities in Hanoi; Resolution approving the Project "Establishing the Hanoi Technology Exchange"; Resolution approving the Pilot Project to establish the Hanoi Venture Investment Fund (Implementing Article 36 of the Capital Law); Resolution approving the Project to establish the Hanoi Innovation Center.
Commenting on 6 draft resolutions to implement Resolution 57 of Hanoi City, Shark Nguyen Hoa Binh - Chairman of NextTech Group said that he highly agreed with the 6 drafts because they are comprehensive, interconnected and have the spirit of encouraging science and technology, innovation, suitable for the era of Hanoi's rise.
Regarding the Resolution regulating controlled testing activities in Hanoi, Shark Binh said that the approval process for pilot projects can be simplified. The People's Council only needs to approve the overall list of legal exemptions, while the People's Committee and the Department of Science and Technology are assigned to approve each specific project.
"There is a processing time limit – maximum 6 months. If Hanoi processes slowly, startups will choose another more open city," said the Chairman of NextTech Group.
In addition, it is necessary to consider adding to the testing list new emerging fields such as low-altitude space, water surface, etc. in coordination with the Ministry of National Defense. Strengthen international promotion to attract foreign startups to consider Hanoi as a "technology testing ground" to test new ideas.
Regarding the Resolution on innovation, Shark Binh said he strongly supports it because NextTech is also nurturing startup talents through the NextStart incubator. However, he suggested that the State keep the capital contribution ratio at no more than 51%, because this is not a key field. When socialization is good, the State ratio should gradually decrease.
Mr. Binh also proposed that the Dual-Hub model should be deployed right in the inner city, such as Cau Giay or Hoan Kiem - where universities, IT companies and Fintech converge to attract a variety of talents.
For the Resolution of the Venture Capital Fund (HVCF), Shark Binh shared his experience from the Next100 Ventures fund which has invested in more than 40 startups in the past 15 years.
Although the BCC public-private partnership model is suitable for the pilot phase, it needs a clear roadmap: after 3-5 years, move towards a professional fund model (Limited Partners type), then Fund-of-Funds like Singapore's Temasek model.
"More importantly, we need to improve our thinking because if we only rely on the budget and a few private investors, this fund will hardly create a big boost. Hanoi should have a policy to encourage the attraction of idle capital (gold, real estate, etc.) into creative startups," Mr. Binh emphasized.
According to Mr. Binh, a breakthrough solution that Hanoi needs to pay attention to is exempting capital gain tax for venture capital funds to attract investment capital like Singapore has been very successful.
"If it loses, the fund loses money, but the state does not suffer. If it wins, the state still collects corporate income tax from startups while Hanoi has more successful businesses. This is a mechanism that is "only beneficial, not harmful," Shark Binh explained.
The Chairman of NextTech Group believes that a Hanoi that is truly flexible in implementing sandboxes, open in innovation models and bold in venture fund mechanisms will become the capital of innovative startups, not only in Vietnam but also in the region.
