However, through monitoring and understanding the reality, besides students who have the need and voluntarily take extra classes, there is still a situation where students do not want to but still have to take extra classes organized by their own teachers and schools or go to extra classes just to not be lonely with friends, not to feel guilty towards teachers.

According to the representative of the Ministry of Education and Training, the new point in this Circular is that the Ministry of Education and Training stipulates 3 subjects of extra teaching and learning in schools but are not allowed to collect money from students, including: students with unsatisfactory learning results; students selected by the school to foster excellent students and students reviewing for graduation exams and entrance exams. Organizing review exams for final year students must be included in the school's education plan, and the school proactively decides, arranges and schedules it.
The Ministry of Education and Training stated that schools can completely arrange teachers in charge of subjects in a reasonable way to reserve for exam review, helping students consolidate and summarize knowledge. For any subject, extra teaching should not exceed 2 periods/week. In addition, teachers need to guide students on self-study and self-discovery methods to absorb the content learned in class, avoiding extra learning in a way that forces knowledge, which is not effective.
"Limiting the number of extra tutoring and learning subjects in schools is aimed at schools that do not have extra tutoring and learning. Instead, after school hours of subjects according to the curriculum, students have time and space to participate in recreational activities, practice sports, practice drawing, music , etc. I believe that those who work in the profession, are passionate about their profession, and the younger generation will see this as necessary. Gradually, parents and society also need to move towards that, students do not have to take too many extra lessons, causing unnecessary pressure and fatigue," said Mr. Nguyen Xuan Thanh.
Parents need to change their perception
Director of the Department of Secondary Education Nguyen Xuan Thanh said that the new Circular stipulates a number of important contents: organizations and individuals who teach and study extra classes for money from students must register their business according to regulations; teachers who are teaching at schools are not allowed to teach extra classes outside of school and collect money from their students in class... This regulation aims to ensure the rights of students, avoiding teachers "pulling" students in class to teach extra classes.
If students do not belong to the group that needs to study extra at school, their desire to study extra outside is completely voluntary. At that time, parents and students will learn and consider the value of studying extra, whether it will help their children progress or not.
Answering the question of whether teachers who teach small groups of only 5-7 students at home can register their business or not? The Director of the Department of Secondary Education of the Ministry of Education and Training replied: the circular has specifically stipulated that any organization or individual who teaches for money must register their business.
When registering a business, organizations and individuals who teach extra classes must publicly disclose the location, subjects, study duration, costs, etc.; at the same time, strictly comply with legal regulations on working hours, working hours, safety, security, fire prevention, etc.
The Circular specifies the responsibilities of each unit from the Provincial People's Committee, the Department of Education and Training to schools, People's Committees of wards and communes in the area for inspection and supervision; in addition, there is supervision of the entire population, of students and parents themselves based on the issued regulations.
Mr. Nguyen Xuan Thanh emphasized: The Circular on management of extra teaching and learning has two issues that need attention, which are legal regulations and people's awareness. The management agency has specific regulations but people's awareness is very important.
For a long time, parents have been afraid that their children will be at a disadvantage compared to other children if they do not take extra classes, so they try to pursue them. Or in some cases, parents register their children for many exam preparation classes at the same time to cram knowledge and exhaust their children.
Therefore, Mr. Nguyen Xuan Thanh believes that in order to limit extra teaching and learning, parents need to change their perception, focus on their children's learning methods; give their children more time to study on their own instead of trying to take extra classes but not bringing practical results.
Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning takes effect from February 14, 2025. The Ministry of Education and Training said that during the process of developing the Circular, the Ministry organized workshops to assess the current status of implementing the management of extra teaching and learning activities in localities as well as organizing research and referring to international experience.
