On September 2, the Ministry of Construction issued an urgent directive requesting provinces, centrally-run cities and relevant units to strengthen inspection and review of the management and use of road safety corridors and fire prevention and fighting measures for road infrastructure.

The Directive clearly states that although legal regulations on the management of road safety corridors, road construction safety and fire prevention and fighting are complete in the 2024 Road Law, the Law on Road Traffic Order and Safety, the Law on Fire Prevention, Fire Fighting and Rescue, and other guiding documents, management work in some localities still exists, leading to risks of traffic and construction safety.

To strengthen the management and protection of road infrastructure and ensure safety for people and vehicles, the Minister of Construction requests:

Chairman of People's Committee of provinces and centrally-run cities

Direct the review of all management and use of road safety corridors within the scope of management, especially the temporary use of roads and sidewalks for other purposes. It is necessary to ensure that roads and sidewalks are not used contrary to the provisions of Article 21 of Decree 165/2024/ND-CP of the Government .

Timely handle cases of encroachment, occupation, and illegal use of road safety corridors and road land. The Chairman of the People's Committee shall take full responsibility if any exists in the management work that threatens the safety of road works.

Do not let fires related to road infrastructure happen like the fire under Vinh Tuy bridge.

Check the fire safety conditions related to the use of traffic infrastructure in general and roads in particular, in compliance with Decree 105/2025/ND-CP dated May 15, 2025 of the Government.

Direct traffic infrastructure management units to closely coordinate with the Traffic Police, the Social Order Administrative Management Police and the Fire Prevention and Fighting Police to increase patrols, control, detect and strictly handle violations of fire prevention and fighting regulations, including the use of underpasses as illegal parking lots.

Plan to immediately relocate parking lots out of the road infrastructure protection area (if any) before October 30, 2025, and prioritize investment in building parking lots that meet the planning standards.

Provinces and cities are responsible for reporting the review results to the Ministry of Construction before September 25, 2025 for synthesis and reporting to the Prime Minister.

Ministry of Construction directs specialized units

The State Appraisal Department of Construction Quality will coordinate with specialized agencies of Hanoi city to inspect and evaluate the impact of the fire on the quality and operation of Vinh Tuy bridge, and propose solutions if necessary.

Report results to the Ministry of Construction before September 15, 2025.

The Department of Construction Infrastructure shall preside over and coordinate with the Department of Science, Technology, Environment and Construction Materials and the Vietnam Road Administration to urgently organize, guide and coordinate with relevant local agencies to review all management and use of road safety corridors and measures to ensure fire prevention and fighting of road infrastructure.

These units are responsible for reporting the results to the Ministry of Construction before September 25, 2025.

In the Directive, Minister of Construction Tran Hong Minh emphasized that compliance with regulations on road traffic safety corridor management is an important task to ensure safety for people, vehicles and protect traffic infrastructure.

Relevant agencies, organizations and units need to seriously, resolutely and synchronously implement legal regulations, not to let similar incidents like the fire under Vinh Tuy bridge recur. Any violations will be strictly handled according to the law.
