Cao Thuy Chinh was born on April 30, 1997 in Thieu Hoa district, Thanh Hoa province. Since 2021, Chinh has been involved in real estate trading, initially making a profit but then losing the deposit and incurring losses. To have money to pay off debts and personal expenses, since October 2021, Chinh has intended to commit fraud to appropriate property.
To carry out his actions, Chinh provided false information about his connections with leaders of departments, agencies and branches of Thanh Hoa province, so Chinh was able to auction land use rights in projects and buy many plots of land at prices lower than the market price so that people would trust him and give him money, then commit the act of appropriation. During the period from the end of 2021 to July 2022, Chinh committed fraud and property appropriation against 36 victims because they trusted the information provided by Chinh.
Specifically, at the end of 2021, because he knew Mr. Bui Van Long and his wife, Ms. Lai Thi Hue (Dong Hai ward, Thanh Hoa city), who wanted to buy real estate, Chinh introduced them to many leaders of departments, branches and sectors in the province, so Chinh could buy back many plots of land at a cheaper price than the market price. Currently, Chinh has acquired a number of plots of land at Nam Cong Cheo, Trieu Son town, Trieu Son district and the auction site of Tho The commune, Trieu Son district at a " diplomatic " price. Because of their trust, Ms. Hue and Mr. Long agreed to buy land from Chinh and have repeatedly paid Chinh money for an amount of up to more than 13 billion VND. Chinh used all of the above money to pay debts and personal expenses, not to buy and sell land as agreed.
In November 2021, Mr. Le Trong Dung (Dong Tho ward, Thanh Hoa city) participated in the auction of land lots No. 58, 59 and 60 at Tan Tho commune, Nong Cong district, Thanh Hoa province, but Mr. Dung did not win the auction. At this time, Chinh participated in the auction at the above location and invited her husband Trinh Minh Tien to be the name in the auction documents. As a result of the auction, Tien won the auction of land lot No. 60, did not win the auction of land lots No. 58, 59, but Chinh gave false information that he won the auction of all land lots 58, 59 and 60 and then agreed to sell them to Mr. Dung for more than 3 billion VND. Chinh spent 1 billion VND to pay the money and the land use right certificate for lot 60 to Mr. Dung, the remaining amount of more than 2 billion VND was used by Chinh for personal expenses.
In November 2021, Chinh bought land auction documents at Tan Tho commune, Nong Cong district, Thanh Hoa province and won the auction for lot 53 for more than 1 billion VND, but only paid a deposit. At this time, Mr. Le Dinh Khang also participated in the auction but did not win, so Mr. Khang raised the issue of buying back lot 53 from Chinh. Chinh agreed to sell to Mr. Khang for 1 billion (lower than the price Chinh bought to create trust for Mr. Khang). Mr. Khang trusted him and transferred 1 billion VND to Chinh. After receiving money from Mr. Khang, Chinh did not pay to make a red book for Mr. Khang but Chinh used it for personal expenses. After the payment deadline, lot 53 was canceled as the winning auction result. Mr. Khang asked for money many times but Chinh did not pay.
Using the above tricks, Cao Thuy Chinh committed fraud with a total amount of VND 81,005,306,499 (more than VND 81 billion) from 36 victims. Therefore, on March 13, 2024, Thanh Hoa Provincial People's Court held a public first-instance trial of the criminal case of Cao Thuy Chinh for fraud and property appropriation. The Trial Panel sentenced Cao Thuy Chinh to life in prison for the crime of "Fraudulent appropriation of property" as prescribed in Point a, Clause 4, Article 174 of the 2015 Penal Code.
Cao Thuy Chinh, despite her young age, has committed fraud with a large amount of assets, many victims, many times. It is worth mentioning that the victims in this case are all people with knowledge in the real estate field, but because they trusted Chinh's deceitful tricks too much, they gave Chinh money many times.
Through the above case, people are advised to be cautious and vigilant in real estate transactions of great value. To avoid risks when conducting real estate transactions, people need to carefully research the land they want to buy before deciding to make the transaction. In the case of buying residential land, before making a deposit, the buyer needs to find out information about the property they intend to buy, such as: Information about the seller, real estate broker, sales company, authorization documents for the purchase and sale of the investor; what rights the seller has over the land, real estate they are selling, the seller's personal documents and real estate certificates. To find out about this information, buyers should go to the People's Committee of the district, town, city or project investor to get full information about the land plot or lot they intend to buy and find out full information and background of the seller to avoid losing money like the victims in the Cao Thuy Chinh case mentioned above.
