According to the report, the Department of Industry and Trade of Ho Chi Minh City held a working session with the Department of Agriculture and Environment, Department of Construction, Department of Finance, Department of Culture and Sports, People's Committee of Saigon Ward, Market Management Department, Ho Chi Minh City Telecommunications, the building tenant, to make initial comments.

Russian Market is not yet operational

The area at 125 Hai Ba Trung (Sai ​​Gon ward) has 2 buildings. The building with the sign "Russian Market" is located next to Nguyen Van Binh street and Hai Ba Trung street under the management of Ho Chi Minh City Telecommunications.

The remaining area (section adjacent to Cong Xa Paris Street and part of Nguyen Du Street) is managed by Ho Chi Minh City Post Office .

There is not enough basis to determine the type of operation of "Russian Market"

In the report, a representative of Ho Chi Minh City Telecommunications said that the Ho Chi Minh City Post Office building (2 Cong Xa Paris, Saigon Ward) is managed and used by Vietnam Post Corporation.

Building No. 125 Hai Ba Trung, Saigon Ward is managed by Ho Chi Minh City Telecommunications, so the lease does not affect the Ho Chi Minh City Post Office building.

The representative of the Department of Culture and Sports of Ho Chi Minh City also issued an official dispatch regarding the renovation of the building at 125 Hai Ba Trung Street. Accordingly, this building has not been classified as a relic and is not on the list of relics in the city, so the renovation of the building must comply with the provisions of the law on construction.

However, this project is located in the core area, adjacent to relics and works in the relic inventory list, so the renovation should pay attention to the color and exterior decoration to be harmonious, avoiding contrast with the surrounding relics.

The representative of the Department of Agriculture and Environment of Ho Chi Minh City requested Ho Chi Minh City Telecommunications to study and ensure proper implementation of rights and obligations in the land lease contract and current legal regulations.

Representatives of the Ho Chi Minh City Department of Finance also requested Ho Chi Minh City Telecommunications and units operating at 125 Hai Ba Trung to ensure compliance with registered business lines.

The Ho Chi Minh City Department of Industry and Trade determined that the building was under repair and had not yet recorded any business activities, so there was not enough basis to determine the type of operation of "Russian Market" according to current regulations.

At the same time, the Department of Industry and Trade proposed that the Ho Chi Minh City People's Committee direct the Saigon Ward People's Committee to coordinate with specialized departments to continue monitoring, reviewing, and evaluating business activities at the building at 125 Hai Ba Trung, Saigon Ward, handle violations when they are detected, and report and propose to the Ho Chi Minh City People's Committee in cases exceeding its authority.
