Personal identification number, citizen identification card replaces social security number

On August 4, Vietnam Social Security issued Official Dispatch No. 1804/BHXH-QLT guiding social security agencies of provinces and centrally run cities (provincial social security agencies) to use personal identification codes/citizen identification numbers to replace social security codes and unit management codes.

This is an important step in the comprehensive digital transformation process of Vietnam Social Security, aiming to unify data management methods and create maximum convenience for people and businesses when carrying out administrative procedures on social insurance, health insurance, and unemployment insurance.

The document clearly states that from August 1, 2025, the personal identification number/citizen identification card will officially be used to replace the social insurance code of social insurance and health insurance participants. The use of this unified code contributes to ensuring database synchronization, increasing connectivity with the National Population Database and improving management efficiency.

For units participating in social insurance, health insurance, unemployment insurance, including: Agencies, units, enterprises, organizations using labor; subject management agencies; social assistance facilities; charitable and religious facilities; facilities for nurturing and nursing war invalids; organizations supporting the development of subjects participating in social insurance and health insurance according to the provisions of law and other organizations, Vietnam Social Security stipulates a code set consisting of 3 components: DD, DT, LH.

In which, DD is the unit identification code recorded on the forms in administrative procedure transactions between the unit and the social insurance agency. For enterprises subject to the regulation of Decree No. 168/2025/ND-CP dated June 30, 2025, use the 10-character enterprise code issued by the business registration agency. For units having relations with the budget according to Circular No. 185/2015/TT-BTC dated November 17, 2015, use the 07-character Budget Relationship Code issued by the financial agency.

DT is the subject code of the health insurance participant, consisting of 2 characters and managed in the database of the social insurance agency. LH is the code of the business production type, consisting of 3 characters, issued in Decision No. 27/2018/QD-TTg dated July 6, 2018 of the Prime Minister .

For collection units, the management code set includes: DD is the unit identification code, recorded on administrative transaction forms; TH is the abbreviation of the collection organization, managed in the social insurance database; HC is the administrative unit code, consisting of 7 characters (2 characters are the provincial-level administrative unit code, 5 characters are the commune-level administrative unit code) according to Decision No. 19/2025/QD-TTg dated June 30, 2025 of the Prime Minister; DT is the collection point code, consisting of 3 characters (starting from 001 to 999), representing each specific collection point.

Vietnam Social Security assigns the Collection Management and Participant Development Board to preside over and coordinate with units under Vietnam Social Security to guide, urge, inspect, and supervise provincial social insurance/basic social insurance organizations to ensure proper implementation of the contents in Official Dispatch No. 1804/BHXH-QLT.

The Information Technology and Digital Transformation Center coordinates with relevant units to update, edit, and upgrade software functions, forms, and business processes to ensure synchronous and unified conversion across the entire system. At the same time, ensure data connectivity between business software in the collection and issuance of social insurance books, health insurance cards, and payment of social insurance, health insurance, and unemployment insurance regimes.

The Propaganda and Participant Support Department shall strengthen propaganda and support for people and organizations in the process of data conversion; promptly receive and answer questions via Hotline 1900.9068, the Electronic Information Portal of social media channels of Vietnam Social Security and at propaganda, consultation and policy response conferences. Special attention shall be paid to promoting the use of personal identification numbers/citizen identification cards instead of social security codes.

The Health Insurance Policy Implementation Board guides health insurance medical examination and treatment facilities to fully look up health insurance benefits according to the provisions of law, corresponding to each subject code and benefit level (%) on the health insurance card.

The Director of the provincial social insurance directs the grassroots social insurance, assigns responsibility to the collection management officer to coordinate with the unit to identify, update, adjust, and supplement missing information according to the new code set; at the same time, promptly synthesize and report any problems to the Vietnam Social Insurance for guidance and handling.

Military Social Insurance and People's Public Security Social Insurance proactively develop their own management code according to regulations and send it to Vietnam Social Insurance for unified use nationwide.

While waiting for the software to be completed, Vietnam Social Security allows the continued use of the issued social security code (10 digits) and the current management code to serve the management, classification, and lookup of professional information related to individuals and units participating in social insurance, health insurance, and unemployment insurance. The conversion will be carried out according to a unified roadmap, ensuring that it does not affect the rights of participants and policy beneficiaries.

Regarding the implementation of connection and data sharing between the National Population Database and the National Insurance Database, by the end of June 2025, the Vietnam Social Security system had authenticated more than 100.2 million citizen information in the Database managed by this agency. Of which, about 91 million people are participating and receiving social insurance, health insurance, and unemployment insurance, accounting for 99.23% of the total number of participants (excluding armed forces and military relatives) with the National Population Database.

Synchronizing and authenticating personal identification numbers of social insurance and health insurance participants with the National Population Database has helped enrich, clean, and standardize the databases of the two social insurance and police sectors.

After completing the collection, updating and authentication of 100% of participants with the National Population Database, Vietnam Social Security gradually switched to using participants' personal identification numbers instead of social insurance codes.
