23% reduction in people withdrawing social insurance at one time after the implementation of the amended Social Insurance Law 2024 takes effect

After more than three months of the 2024 amended Law on Social Insurance (SI) coming into effect, the number of people requesting one-time SI benefits nationwide has decreased by 23% compared to the same period last year. This is considered a positive signal, reflecting a change in awareness among workers as they increasingly trust and are more attached to the long-term social security policy brought about by the amended Law on Social Insurance.

After more than three months of implementation, Law No. 41/2024/QH15 on Social Insurance (amended Social Insurance Law of 2024) has initially yielded positive results, contributing to improved social security and better ensuring the rights of social insurance participants.

With a high sense of responsibility, the entire Vietnam Social Security system has focused its resources on seriously, synchronously, and effectively implementing the provisions of the 2024 Social Insurance Law. Before and immediately after the 2024 Social Insurance Law came into effect (July 1, 2025), Vietnam Social Security issued numerous documents to disseminate and guide local social security agencies to understand and correctly apply the new regulations. It promptly reviewed and simplified administrative procedures related to social insurance; and upgraded the software for processing social insurance benefits to create the most favorable conditions for participants and beneficiaries.

Initial results show many positive signs. As of the end of September 2025, nearly 19.9 million people nationwide participated in social insurance, an increase of approximately 798,000 people compared to the same period in 2024, including nearly 17.7 million people in compulsory social insurance and over 2.13 million people in voluntary social insurance. The number of people participating in unemployment insurance exceeded 16 million, an increase of 694,300 people compared to the same period in 2024.

Regarding the settlement and payment of social insurance and unemployment insurance benefits, nationwide, more than 144,000 people received monthly social insurance benefits; over 5.3 million people received sickness benefits; nearly 981,500 people received maternity benefits; and more than 587,000 people received unemployment benefits.

Notably, the number of people applying for a lump-sum social insurance payment decreased sharply, down about 23% compared to the same period in 2024. Along with this, the level of interest in and understanding of the new policies of the amended Social Insurance Law is increasing, demonstrating a clear shift in people's awareness of the role and importance of social insurance in their lives.

In reality, many people have expressed joy and excitement at being able to access and enjoy social insurance benefits that were not previously stipulated in the Social Insurance Law. In particular, the reduction in the required social insurance contribution period from 20 years to 15 years has opened up opportunities for many people to access pensions, especially those with short social insurance participation periods. In addition, the supplementary maternity benefit for voluntary social insurance participants, which has provided 2 million VND in support for many women giving birth, has brought genuine joy and surprise to many, as they now know that besides the long-term goal of receiving a retirement pension, they can also benefit from a practical and humane short-term support program.

Furthermore, the adjustment of the retirement age and the addition of monthly allowances for those who have reached retirement age but do not have enough contribution time to receive a pension have also been highly appreciated. In practice, the implementation has shown that many workers, especially the elderly, the poor, and the near-poor, have been able to access and benefit from the policy in a timely and targeted manner.

According to the new regulations of the 2024 Social Insurance Law, the scope of mandatory social insurance participation has been expanded to include: business owners of registered businesses; part-time workers at the commune, village, and neighborhood levels; business managers, supervisors, representatives of state capital, and representatives of enterprise capital as prescribed by law… This regulation helps employees feel secure, viewing the deduction of a portion of their monthly income for social insurance contributions as a practical and long-term benefit.

With significant amendments that truly meet the aspirations of the people, the implementation of the 2024 Social Insurance Law is expected to continue to create even more positive changes in the awareness and compliance with social insurance laws among citizens and businesses.

Although the implementation of the Social Insurance Law still faces many difficulties, with the highest determination, Vietnam Social Insurance will continue to innovate and strive to effectively implement the Law. To achieve this success, it requires not only the Social Insurance agency but also the strong involvement of the entire political system, especially local Party committees and authorities, along with the active participation of the people and businesses.
