Digitizing Vietnamese Cultural Heritage with the e-Government architecture framework and the Digital Vietnamese Knowledge System

Digitizing heritage is no longer a strange trend in the world , Vietnamese heritage has also approached this trend for many years, but at a rather limited level. Therefore, we can call the digitization of heritage "heritage spring". Because billions of heritages around the world in museums or private collections, after digitization, become as lively as everything in the spring sky.

With the goal of building a national database system on cultural heritage on a unified digital technology platform, serving the work of archiving, managing, researching, preserving, exploiting, promoting heritage, promoting sustainable tourism development; ensuring integration into the e-Government architecture framework and the Digital Vietnamese Knowledge System and promoting digital transformation, implementing national digital data connectivity on cultural heritage, ensuring effective service response to society and the community at all times and places.

Thereby, 100% of tangible and intangible cultural heritages and documentary heritages are recognized by UNESCO; 100% of special national relics are digitized and applied on digital platforms. 100% of national treasures and heritages in the National Intangible Cultural Heritage List are digitized and applied on digital platforms; priority is given to digitizing according to the needs of society for using national relics and artifacts, groups of artifacts at museums, relic management boards. 100% of professionals in the cultural heritage sector are trained, retrained, and updated with digital transformation knowledge and skills.

Tangible and intangible cultural heritage, museums and documentary heritage of Vietnamese ethnic groups, including: records, documents; national treasures, precious artifacts of museums and relics; special national relics, national relics of typical value, intangible cultural heritage in the Heritage Inventory List; world cultural and natural heritage, practices of national intangible cultural heritage and intangible heritage listed by the United Nations Educational, Scientific and Cultural Organization (UNESCO) and documentary heritage listed by UNESCO are being preserved and stored at the data bank center of the Ministry of Culture, Sports and Tourism, of ministries, branches, political organizations, socio-political organizations at the Central level and 63 provinces and centrally-run cities nationwide.

Ministries, branches and localities develop specific plans and programs to organize the implementation and take responsibility for the results and effectiveness of the Program. Annually, preside over and coordinate with localities and relevant units to develop plans to propose contents to implement the Program and funding needs, and send them to the Ministry of Finance as a basis for allocating funding for implementation. Along with building digital platform systems, shared data warehouses; technical standards, related catalogs and integrating with other information systems of the Government, deploy training and fostering to improve the quality of human resources to meet the requirements of digital transformation in the field of cultural heritage.

Digitize and apply on digital platforms scientific records and documents of cultural heritages recognized by UNESCO; special national relics; national relics; national treasures; National Intangible Cultural Heritage Lists; National Documentary Heritage Lists; rare and valuable artifacts, groups of artifacts, and antiques at museums and affiliated relic management boards. Public-private cooperation, cooperation with the community to mobilize resources to digitize cultural heritages in an open direction and to promote the role of the community; launch movements to promote the digitization of Vietnamese cultural heritage.

Digitize and apply on digital platforms scientific records and documents of provincial-level relics; intangible cultural heritages in the Inventory List, with special value or at risk of being lost; documentary heritages; rare artifacts, groups of artifacts, and antiques with typical value at museums and affiliated relic management boards.

In which, the Vietnam Cultural Heritage Association, the Vietnam Folk Arts Association and related organizations in the field of cultural heritage promote propaganda and mobilize members to participate in contributing to the digitization of Vietnam's cultural heritage; participate in monitoring the implementation of the Program in localities.

For organizations, units, and enterprises operating in the field of heritage and fields related to the conservation and promotion of cultural heritage values, coordinate with the Ministry of Culture, Sports and Tourism, relevant ministries and localities to proactively participate in contributing resources, material support as well as other suitable conditions to implement the digitization of cultural heritage.

Digitizing Vietnamese Cultural Heritage is a very timely policy, aiming to build a national database system on cultural heritage on a unified digital technology platform, serving the work of archiving, managing, researching, preserving, exploiting, and promoting heritage, contributing to sustainable tourism development./.
