The Department of Agriculture and Rural Development effectively implemented reforms to its organizational and management system.

The Department of Agriculture and Rural Development of Ha Tinh province has focused on implementing policies and laws on reforming the organizational and management system at its affiliated public service units, contributing to improving the efficiency of the sector's operations.

On the morning of February 27th, Deputy Head of the Standing Delegation of the National Assembly of Ha Tinh province, Tran Dinh Gia, chaired a thematic supervision session on "The implementation of policies and laws on reforming the organizational and management system, improving the quality and efficiency of public non-business units in the period 2018 - 2023 in Ha Tinh province" at the Department of Agriculture and Rural Development.

Over the past period, the Department of Agriculture and Rural Development of Ha Tinh province has focused on implementing policies and laws on reforming the organizational and management system of its affiliated units. After three rounds of restructuring, the entire system has reduced 17 affiliated units, and the department now has 10 affiliated public service units.

Overall, the organizational structure of the affiliated public service units after restructuring and reorganization has become more streamlined, operating more effectively and efficiently; reducing many internal departments and organizations; significantly reducing the number of personnel, saving a considerable amount of budget for the province; and at the same time increasing the autonomy, dynamism, and creativity of the units in the direction of socialization.

The process of consolidating and reorganizing public service units in Ha Tinh province was carried out democratically and objectively, creating consensus; the review and rearrangement of personnel, and the placement and utilization of civil servants were basically in line with the structure and job positions.

After restructuring and reorganization, the department's staff were sent for training and professional development in political theory, expertise, and skills to meet the requirements of performing their duties and job positions, especially the leadership and management staff.

Mr. Nguyen Van Viet, Director of the Department of Agriculture and Rural Development, proposed several issues related to the implementation of policies and laws on reforming the organizational and management system, and improving the quality and efficiency of operations of affiliated public service units.

The Department of Agriculture and Rural Development of Ha Tinh province also strengthened management of public service units, decentralized and granted autonomy to these units, clearly defining tasks, powers, and especially the responsibilities of the heads of these units in carrying out their duties...

During the meeting, delegates raised several difficulties and obstacles in implementing tasks at some public service units under the department, such as: the Ministry of Agriculture and Rural Development was slow to issue some regulations and guidelines on professional matters, leading to difficulties in the implementation of tasks by the units; there is a shortage of 53 civil servants compared to the allocated staff for 2024; the policies and salaries for civil servants and employees are still low while the operating area is large, and the facilities and equipment are insufficient, outdated, and do not meet the requirements of the tasks...

The delegates also proposed that the Ministry of Agriculture and Rural Development should soon issue regulations guiding the functions, tasks, powers, and organizational structure of the Management Boards of protective and special-use forests, the Management Boards of fishing ports and fishing vessel storm shelters; the staffing levels for public service units managed by the Ministry; and the economic and technical norms according to Decision No. 254/QD-TTg dated February 22, 2017.

In addition, it is proposed that the Provincial People's Council and the Provincial People's Committee have specific policies for forestry officials working in the Management Boards of protective and special-use forests; implement the consolidation, strengthening, and enhancement of the capacity of the specialized veterinary management system at all levels in accordance with the Veterinary Law; and request the Provincial People's Committee to continue recruiting the remaining officials needed to meet the assigned tasks...

Regarding the proposals from the Department of Agriculture and Rural Development, the Provincial National Assembly Delegation will compile them fully and submit them to the National Assembly, the province, and relevant agencies for consideration and resolution.
