Soc Trang implements solutions to respond to all types of natural disasters

STO - Soc Trang is a coastal province; there are 3 river mouths (Tran De, Dinh An, My Thanh) flowing into the sea. The province's irrigation system basically forms 7 project areas, with about 407km of dykes, 157 sluices, and about 101km of source canals. Due to its location at the end of the Hau River, adjacent to the East Sea and in the Mekong Delta region, Soc Trang province often experiences natural disasters such as: saltwater intrusion, landslides, high tides, storms, flooding... The most typical is that saltwater intrusion, landslides and high tides appear in the area more and more severely, with a decreasing frequency and not following the rules.

Development of natural disaster situation

According to the Hydrometeorological Agency, from the end of the dry season of 2024 - 2025, the salinity on the Hau River will penetrate deep into the river and remain high, from the beginning of March to the second half of April 2025, then gradually decrease. On the My Thanh River (Vinh Chau town) and Quan Lo Phung Hiep canal (Nga Nam town), the salinity will begin to penetrate strongly from the end of March to the first half of May 2025, then gradually decrease. It is forecasted that the highest salinity at the measuring points on the Hau River in Tran De district is 24.3‰; in Dai Ngai town and Long Phu district, the salinity is from 10.5 - 20.6‰; in Nhon My commune, Ke Sach district, the salinity is 6.6‰; on the My Thanh River in Khanh Hoa ward, Vinh Chau town, the salinity is 23.2‰; In Du Tho, Tham Don commune and Thanh Phu commune, My Xuyen district, salinity is from 8.2 - 13.1‰; in Soc Trang city, salinity is 4.1‰; in Nga Nam town on Quan Lo Phung Hiep canal, salinity is 8.5‰.

Regarding the landslide situation, the Vinh Chau sea dike, Vinh Chau town in the K45 area continues to be severely eroded, the protective forest is gone, the sea waves directly threaten the dike body, the risk of dike failure is very high. At riverbank points in Cu Lao Dung district, there is a risk of landslides on the Ta Huu dike in An Thanh Dong commune, Day hamlet area, Dai An 1 commune (Project Management Board 2 is under construction). In Song Phung commune, Long Phu district on Rach Mop river, since the beginning of 2024, there have been 3 serious landslides in the area from the boat lock to the mouth of the Hau river, greatly affecting people's lives, along with the Dai Ngai town area and 2 communes Long Duc and Phu Huu communes continuing to have landslides.

In Ke Sach district, landslides occurred in Ba Trinh commune, greatly affecting the safety of the Thieu Van Choi relic site. On the Rach Vop river, landslides continued to occur in the area from Cau Lo to Phat pagoda, Thoi An Hoi commune. Landslides also occurred seriously in the area of ​​the old An My commune People's Committee with a length of 2,000m (along Phung An canal) and on the islets on Hau river in Ke Sach district. Many serious landslides were at risk of affecting the safety of the river dike protecting An Tan and An Cong islets in Phong Nam commune with a total length of over 250m. In 2024 alone, 24 landslides occurred in the province, with a total length of 1,166m, causing damage of 9.6 billion VND.

Regarding high tides, the flow caused serious erosion of the Nhu Gia riverbank, eroding the Tam Soc sluice gate area, My Thuan commune, My Tu district (on February 26, 2024, the People's Committee of Soc Trang province issued Decision No. 276/QD-UBND announcing an emergency situation of dangerous riverbank erosion of the Nhu Gia river dike, Tam Soc sluice gate area, My Thuan commune, My Tu district). In Tran De district, high tides occurred in mid-November 2024, suddenly breaking the embankment, greatly affecting the lives of people in Mo O hamlet, Trung Binh commune.

Disaster response solutions

To respond to natural disasters in Soc Trang province, especially drought and saltwater intrusion, the province has implemented a series of solutions. Specifically, the province has directed the provincial Department of Agriculture and Environment to coordinate with relevant departments, branches, units and People's Committees of districts, towns and cities in the province to focus on mobilizing all resources to effectively implement the work of preventing, combating and responding to drought, water shortage and saltwater intrusion. Implement well the work of monitoring, measuring salinity, forecasting, warning, recommending adjustment of crop calendar, effectively operating irrigation works. Implement measures to prevent salinity, store water, and store fresh water to serve the production and daily needs of people, minimizing damage caused by drought and saltwater intrusion; strengthen propaganda and mobilize people to use water economically and effectively, proactively and actively in preventing, combating and responding to drought, water shortage and saltwater intrusion...

Comrade Pham Tan Dao - Head of the Irrigation Sub-Department of Soc Trang province shared that in order to prevent and combat riverbank and coastal erosion and high tides, the province has been implementing the project to upgrade the Ta - Huu dyke, 30km long, passing through the two communes of An Thanh Dong and Dai An 1, Cu Lao Dung district; completing and putting into use the resettlement area for disaster prevention and control in An Thanh Dong and An Thanh 1 communes, Cu Lao Dung district. Implementing the project to upgrade Xeo Gua sluice, My Tu district; speeding up the progress of the project to build an irrigation system to serve aquaculture in Vinh Chau town; completing the project to overcome landslides at Tam Soc sluice before April 30. Completing and putting into use the underground breakwater to protect the coast of Vinh Chau town, the area from sluice No. 2 to sluice No. 4 (2km); Put into use the Rach Vop riverbank erosion prevention embankment project, 575m long, Trinh Phu commune, Ke Sach district; the underground embankment project to prevent coastal erosion in Lai Hoa commune, Vinh Chau town, 2,200m long. Temporarily operate the Rach Mop boat lock project, on days of high tide to serve the urgent needs of the locality to prevent saltwater intrusion deep into the fields...

“In addition to implementing disaster response projects, Soc Trang province also implements non-structural solutions such as educating people to cope with saltwater intrusion, proactively coordinating with the Soc Trang Hydrometeorological Station to monitor salinity on rivers, canals, and streams, especially at key points at the headwaters of sluices for production. Coordinate with units in the industry to have production plans for areas at high risk of salinity, recommending economical water use, shifting crop schedules to avoid salinity. Recommend storing water for households, preparing means of water collection for production when conditions permit. Inform people about salinity changes to proactively respond to drought and saltwater intrusion; closely monitor water sources on rivers and canals to reasonably regulate water supply systems for production and daily life. Develop plans to provide domestic water for people in emergency situations when local water sources cannot be found”, said Ms. Quach Thi Thanh Binh - Deputy Director of the Department. Soc Trang Province Department of Agriculture and Environment said.
