
In Quang Ngai : Implementing the direction of Deputy Prime Minister Tran Hong Ha, the functional sectors of Quang Ngai province have urgently mobilized maximum human resources, vehicles, and machinery to speed up the repair progress to ensure early reopening of the route.
Mr. Dinh Truong Giang, Secretary of the Party Committee of Son Tay commune, informed that the Department of Construction of Quang Ngai province has deployed many teams to level and clear large amounts of landslides and rocks. This work is taking place very urgently. By about 1:00 a.m. on October 31, the first step of traffic has been opened at many locations: km 8+790, km 9+450, km 15+100 and km 15+900, ensuring traffic to the center of Son Tay district (old).
Mr. Pham Hong Phong, Deputy Director of Quang Ngai Traffic Construction Joint Stock Company, said that the unit mobilized 3 excavators, 1 bulldozer and more than 20 workers to carry out construction from both ends in a "pincer" style (Son Tay commune down and Son Ha commune up), throughout the day and night; at the same time, arranged forces to be on duty and on guard at landslide sites to be ready to respond when unexpected situations occur.
According to Mr. Phong, there are still some locations on DT.623 (km 30+00, km 32+650), DT. 622B and DT.626 that have not been opened to traffic. The unit is urgently "concentrating efforts" to handle this, and is expected to complete this work on October 31.
As reported by VNA, on the afternoon of October 30, Deputy Prime Minister Tran Hong Ha and his delegation inspected and directed the work of overcoming the consequences of floods in the mountainous commune of Son Tay, Quang Ngai province. After hearing the report on the serious landslide at km 15+900, Provincial Road DT.623, Deputy Prime Minister Tran Hong Ha directed the Party Committee, authorities of Quang Ngai province, and armed forces to urgently mobilize more vehicles to overcome the landslide, ensuring traffic on October 31.
Deputy Prime Minister Tran Hong Ha requested that Quang Ngai province immediately use the 100 billion VND budget supported by the Government to overcome the consequences of floods in the province.
According to statistics, the whole province has 5,201 houses of people flooded. The province has evacuated nearly 1,000 households with 3,662 people in areas at high risk of landslides, flash floods to safe places. In addition, there are nearly 200 landslides, soil and rocks spilled onto the road surface on National Highways 14C, 24, 24B, 24C, 40B, provincial roads...
In Da Nang: The Central Power Corporation (EVNCPC) said that as of 7:00 a.m. on October 31, 2025, nearly 310,000 customers in the entire EVNCPC lost power in 4 provinces and cities in the Central region. Compared to the same time on the morning of October 30, nearly 170,000 customers had their power restored, demonstrating the great efforts of power units in the complicated flood conditions.
On the 110kV grid, there is currently a 110kV Dak Mil 4 - Phuoc Son line and a double-circuit customer line Tra My - Song Tranh 2 switching station that is experiencing problems and is temporarily isolated to ensure safety. The two 110kV Phuoc Son and Nam Tra My transformer stations have not been able to resume operations due to the isolated terrain and prolonged heavy rain. Da Nang Electricity Company is urgently checking the grid, planning to re-supply the load of the 110kV Phuoc Son station via the 22kV 471/TTG Hiep Duc line and the load of the 110kV Nam Tra My station via the Nuoc Xa intermediate line.
On the medium voltage grid, the entire EVNCPC has recorded 577 incidents and layoffs due to flooding, of which 290 have been restored. Currently, there are 309,404 customers without power, accounting for 6.26% of the total number of customers of the entire EVNCPC, mainly concentrated at the 4 Power Companies of Da Nang, Hue, Quang Ngai and Quang Tri, corresponding to 13.01% of the customers of these 4 units. The total number of distribution substations without power is 2,720 stations, accounting for 4.73% of the entire EVNCPC (10.68% of the total number of stations of the 4 Power Companies mentioned above). The estimated unrecovered capacity is about 175.82 MW, equivalent to 4.82% of the maximum capacity of the entire EVNCPC and 8.15% of the maximum capacity of the 4 affected Companies.
Da Nang is the most seriously affected area with 225,081 customers (25.68%) and 2,031 distribution transformer stations (19.76%) losing power, with an estimated capacity loss of 121.2 MW (13.33%). Areas still experiencing interruptions in 60 communes and wards: An Hai, Ngu Hanh Son, Hoa Tien, Hoa Xuan, Cam Le, Hoa Vang, Ba Na, Lien Chieu, Ban Thach, Quang Phu, Hoi An Tay, Hoi An, Hoi An Dong, Dien Ban Dong, Go Noi, Thu Bon, Nam Phuoc, Duy Nghia, Duy Xuyen, Thang Dien, Thang An, Thang Binh, Thang Truong, Thuong Duc, Vu Gia, Dai Loc, Ha Nha, Ben Hien, Phu Thuan, Dien Ban Tay, Dien Ban Bac, Hiep Duc, Kham Duc, Phuoc Nang, Phuoc Chanh, Phuoc Thanh, Viet An, Nui Thanh, Dien Ban, An Thang, Dong Giang, A Vuong, Tay Giang, Hung Son, Que Phuoc, Nong Son, Xuan Phu, Que Son, Que Son Trung, Tra Leng, Tra My, Tra Giap, Tra Tan, Tra Doc, Nam Tra My, Tra Tap, Tra Van, Tra Linh, Thanh My, Nam Giang.
 In Hue city, there are currently 74,384 customers (21.65%) and 522 distribution substations (18.17%) without electricity, with an estimated loss of 52 MW (19.12%). The affected areas are mainly located in 25 communes and wards of Hue city: Phu Xuan, Huong An, Kim Long, Hoa Chau, An Cuu, Vy Da, Thuy Xuan, Thuan Hoa, Phong Thai, Phong Dien, Phong Dinh, Thanh Thuy, Loc An, Phong Quang, Dan Dien, Quang Dien, Thuan An, Phu Ho, My Thuong, Duong No, Kim Tra, Huong Tra, Nam Dong.
 In Quang Tri province, there are still 7,312 customers (1.40%) and 53 distribution substations (0.92%) without electricity, with an estimated loss of 1.6 MW (0.37%), mainly in parts of the communes and wards of Trieu Phong, Quang Trach, Trung Thuan and Ba Don.
In Quang Ngai province, there are currently 2,627 customers (0.42%), 84 distribution substations (1.31%), estimated lost capacity of 1.02 MW (0.19%). Areas still without power include Son Tay Thuong, Minh Long, Tay Tra, Mang But and part of Dak Plo commune.
EVNCPC has directed its affiliated Power Companies to mobilize maximum human resources and equipment, closely coordinate with local authorities to ensure electrical safety, promptly restore power supply to customers as soon as possible, especially important loads such as hospitals, administrative agencies and isolated residential areas.
