
The thoughts and aspirations of the people
During the meetings and dialogues, the opinions and suggestions of the people expressed to the provincial leaders and competent authorities were all constructive, frank, and open, clearly stating the issues, and speaking sequentially according to the order of the meeting's chairman.
Mr. Ly Van Dung, from Dong Luong village, Quang Chu commune, stated: "My family has owned a plot of land for over 20 years and has not registered for reforestation with SAHABAK Joint Stock Company. However, the company has now measured and inventoried the area of my family's land. The plot has an area of over 1 hectare, but the company measured it at over 0.8 hectares. Therefore, my family has not agreed to sign the inventory agreement."

According to Mr. Nguyen Ngoc Khuong, Head of Dong Luong village, Quang Chu commune: Currently, many households in the village have not agreed to sign the inventory and survey report conducted by the consulting unit because the report states that SAHABAK Joint Stock Company is a 25% co-owner of the assets attached to the land. However, these cultivated areas were 100% invested by the people themselves and are not related to SAHABAK Joint Stock Company, therefore this matter needs to be clarified.
Similarly, Ms. Do Thi Linh from Dong Luong village expressed her wish that the Cho Moi District People's Committee would create conditions to help and support households in the village to establish cooperatives or companies so that people can participate in production and business on the forest land that they have cultivated for generations.

Mr. Nguyen Van Quang from Lang Che village expressed his wish for the competent authorities to clarify the origin of the cultivated land prior to the establishment of the Cho Moi Forestry Farm. He specifically asked which parts of the land were cultivated by the people since the 1960s for rice, corn, and slash-and-burn farming, and later for reforestation. He also inquired about any overlapping areas between this land and the land previously owned by the people and SAHABAK Joint Stock Company. Furthermore, he noted that SAHABAK Joint Stock Company went bankrupt due to inefficient operations, therefore, other companies investing in the area should carefully assess their capabilities.
Opinions of relevant authorities and conclusions of provincial leaders
Following 11 rounds of opinions and suggestions from the people, leaders representing the Departments of Natural Resources and Environment; Finance; the leaders of the Cho Moi District People's Committee; and Bac Kan Agricultural and Forestry Survey and Design Consulting Company Limited (the surveying and counting unit) responded to the issues raised by the people.
Concluding the meeting and dialogue, Mr. Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, assessed that the dialogue demonstrated a democratic and objective spirit, with people expressing legitimate opinions and suggestions, and requesting clarification on some remaining issues. This is an issue that has occurred and persisted for many years, partly due to lax land management and documentation, leading to the current difficulties.
To resolve these issues, the Vice Chairman of the Provincial People's Committee emphasized: Regarding the households' concerns about the land's origin, stating that their families have been cultivating it for a long time and requesting land allocation, they should provide relevant documents and records to the commune and district for compilation. If all conditions are met according to regulations, Cho Moi district will proceed with issuing land use right certificates to the people. Regarding the people's desire to establish cooperatives or companies to organize production, the specialized agencies of Quang Chu commune and Cho Moi district should proactively coordinate and guide the procedures and documents if the people so desire; ensuring compliance with regulations, planning, and intended use.
In villages where households still have questions about the statistics and counting process, a complete list should be compiled; the consulting unit should proactively coordinate with Quang Chu commune, the villages, and the households with questions to conduct specific counting and create consensus among the people. For households invited by the Provincial People's Committee for dialogue but who are absent, the households that did attend should inform them of the resolution.
In cases where the relevant units and agencies have completed the measurements and counts but the households still refuse to sign the confirmation report, the competent authorities from the commune to the provincial level will compile the information and proceed with the next steps in accordance with the law.
