Mr. Ly Van Dung, Dong Luong village, Quang Chu commune said: The family has a plot of land that has been used for more than 20 years and has not registered for forest planting with SAHABAK Joint Stock Company. But now the Company has measured and counted the area of the family's land plot. The land plot has an area of more than 1 hectare but the Company measured more than 0.8 hectare, so the family has not agreed to sign the unified counting minutes.

According to Mr. Nguyen Ngoc Khuong, Head of Dong Luong Village, Quang Chu Commune: Currently, many households in the village have not agreed to sign the statistics and inventory records conducted by the consulting unit because the records state that the assets attached to the land have SAHABAK Joint Stock Company as a 25% co-owner. However, these crop areas are 100% invested by the people themselves, not related to SAHABAK Joint Stock Company, so this content needs to be clarified.

Similarly, Ms. Do Thi Linh, Dong Luong village expressed her wish that the People's Committee of Cho Moi district create favorable conditions to help and support households in the village to establish cooperatives or establish companies so that people can participate in production and business on the forest land that people have cultivated for many generations.

Mr. Nguyen Van Quang, Lang Che village expressed his wish that the competent authorities clarify the origin of the cultivated land before the establishment of Cho Moi Forestry Enterprise, which part of the land was cultivated by the people since the 1960s to grow rice, corn, and swidden fields, and then planted forests, and then this land was transferred to SAHABAK Joint Stock Company, were there any areas that overlapped with the people's land? And SAHABAK Joint Stock Company went bankrupt due to ineffective operations, so other companies coming to invest need to consider and evaluate their specific capacity.

After 11 rounds of comments and recommendations from the people, leaders representing the Departments of Natural Resources and Environment; Finance; leaders of the People's Committee of Cho Moi district; Bac Kan Agricultural and Forestry Survey and Design Consulting Company Limited (the unit of measurement and counting) responded to the related contents raised by the people.

Concluding the meeting and dialogue, Comrade Nong Quang Nhat, Vice Chairman of the Provincial People's Committee, assessed that the dialogue demonstrated a democratic and objective spirit, with people expressing their opinions and legitimate recommendations, with their thoughts and aspirations, requesting clarification of some remaining issues. This is an incident that has occurred and existed for many years, partly due to the loose management of land and records, leading to the current problems.

To resolve these problems, the Vice Chairman of the Provincial People's Committee emphasized: Households have expressed their opinions on the origin of the land that their families have been using for cultivation for a long time, and request to be allocated land, then provide records and documents, ensuring a legal basis for the commune and district to synthesize. If the conditions are met according to regulations, Cho Moi district will proceed to issue Land Use Right Certificates to the people. Regarding the desire to establish cooperatives or companies for the people to allocate land for people to organize production, the specialized agencies of Quang Chu commune and the specialized agencies of Cho Moi district will proactively coordinate to guide the procedures and records if the people have a need; ensuring compliance with regulations, planning, and purposes of use.

Villages with households still having questions about the statistics and counting should make a complete list; the consulting unit should proactively coordinate with Quang Chu commune, with villages and households still having questions to come to the specific counting to create consensus among the people. Households invited by the Provincial People's Committee to meet and dialogue but absent, the households have come to inform to grasp the content of the resolution.
