Functional forces actively and proactively carry out professional measures, promptly detect, combat, prevent, arrest and strictly handle violations related to smuggling, trade fraud and counterfeit goods, and illegal transportation of goods across the border in accordance with their authority. Thereby, contributing to stabilizing the market, protecting the rights and interests of enterprises and consumers, ensuring security and order, serving the socio -economic development of the country.
The exchange, sharing of information, and coordination in the fight against smuggling, trade fraud, and counterfeit goods between the Steering Committee 389 of ministries, branches, provinces, and cities have achieved high efficiency; many major violations have been jointly detected, arrested, and handled according to the provisions of law; there have been no hot spots for smuggling, trade fraud, and counterfeit goods. Information and propaganda work against smuggling, trade fraud, and counterfeit goods on the media has been widely disseminated to many fields, locations, and subjects.
Over the past 10 years (2015 to May 2025), functional forces, units, and localities nationwide have detected, arrested, and handled over 236,000 cases of smuggling and transporting prohibited goods; over 1.3 million cases of trade fraud; over 82,000 cases of counterfeit goods production and trading. 16,776 criminal cases were prosecuted, with 22,208 subjects; over 117,000 billion VND was collected for the State budget...

Some subjects take advantage of limited knowledge, the psychology of liking foreign goods and "fake" goods of famous brands, cheap goods of a part of consumers to produce, trade, transport, store, consume prohibited goods, smuggled goods, goods of unknown origin, fake goods, poor quality goods, goods without invoices, documents, infringing intellectual property rights, not ensuring food hygiene and safety; carry out procedures to establish many enterprises, take advantage of illegal buying and selling, issue fake invoices to illegally transfer money, and appropriate value added tax.
In particular, recently, with the development of e-commerce, in 2024, the market size will reach over 25 billion USD, an increase of 20% compared to 2023, accounting for about 9% of total retail sales of goods and consumer service revenue nationwide. However, through a number of cases recently discovered by the authorities, it shows that some subjects take advantage of e-commerce platforms and use social networking sites to trade in smuggled goods, counterfeit goods, banned goods, goods that infringe intellectual property rights, poor quality goods, goods of unknown origin with a variety of items; methods of small-scale dispersion, hiding in many places, selling goods through collaborators and intermediaries; not providing specific information about the website address, maintaining multiple accounts at the same time... causing difficulties for the authorities in investigating and detecting violations.
The situation of smuggling, trade fraud and counterfeit goods is still complicated, with a wide scope, many subjects, sophisticated and aggressive methods and tricks, especially with groups of goods that affect people's health, such as: Food, pharmaceuticals, functional foods... causing confusion and anxiety in public opinion, affecting social order and safety and the development of the country. The Government continues to identify the work of combating smuggling, trade fraud and counterfeit goods as an important, urgent, regular, continuous and unceasing task of all levels and sectors towards the goal of preventing, repelling and eventually ending the situation of smuggling, trade fraud and counterfeit goods; linking this work with the work of protecting the health and legitimate rights of the people...
