Strengthening cooperation between the Communist Party of Vietnam and the Lao People's Revolutionary Party

This is the highest cooperation mechanism and has special significance, playing an orientation role, bringing the great friendship, special solidarity, comprehensive cooperation, and strategic connection between Vietnam and Laos to increasingly develop and deepen, bringing practical benefits to the people of the two countries, contributing to the stability, peace , security and common prosperity of the region and the world.

At the meeting, General Secretary To Lam and Lao General Secretary and President Thongloun Sisoulith informed each other about the situation of each Party and each country; assessed the main and outstanding results of cooperation between the two Parties and two countries in recent times; discussed a number of mechanisms to create breakthroughs in the cooperative relationship between the two countries in the new situation; and shared a number of contents on the world and regional situation of mutual concern.

General Secretary To Lam congratulated the Lao Party and State on successfully organizing the 50th National Day celebration in the presence of a large number of people and international friends; emphasizing that Vietnam has consistently attached importance to developing the Vietnam-Laos relationship, considering this a top priority in Vietnam's foreign policy.

Thanking General Secretary To Lam for leading the high-ranking Vietnamese delegation to the 50th anniversary of Laos' National Day, General Secretary and President of Laos Thongloun Sisoulith emphasized that the participation of high-ranking leaders of the Party and State of Vietnam further enhances the significance of this year's Laos National Day celebration.

The two leaders highly appreciated the important, comprehensive and historic achievements that the two Parties, States and peoples have attained, especially in implementing the Congress Resolution as well as in preparing for the upcoming Party Congress in each country; thanked the wholehearted and sincere assistance that the two Parties, States and peoples have given each other up to now; and affirmed the importance of the special Vietnam-Laos relationship in the context of the regional and international situation continuing to have many rapid and complicated changes.

The two leaders expressed their delight at the extensive, effective and substantive developments in the Vietnam-Laos cooperation relationship. Looking back at the important cooperation results over the past year, Lao General Secretary and President Thongloun Sisoulith emphasized that the two sides have successfully implemented the High-level Agreement between the two Parties and the two States; ministries, branches, and all levels from the central to local levels, and enterprises of the two countries have proactively implemented the memorandums of understanding on cooperation between the two Parties, the two States, and the two Governments in a positive, effective and practical manner; the close political relationship continues to be a solid foundation, creating a driving force to promote cooperation development in all fields.

The two sides highly appreciated the increasingly close and effective defense-security cooperation, which continues to be promoted and affirmed as an important pillar in the bilateral relationship; the two sides have successfully coordinated and organized many projects, contributing to supporting Laos in strengthening its defense-security potential, organizing and implementing quality and effective cooperation plans and programs; and effectively carrying out the work of searching, collecting and repatriating the remains of Vietnamese volunteer soldiers and experts who died in Laos.

Laos and Vietnam will strengthen coordination with Cambodia to implement the results of the meeting between the three leaders of the three parties, coordinate to reach consensus on long-term development orientations, and give top priority to the close, close, and strategic relationship between the three countries.

The two sides assessed that economic, trade and investment cooperation has been paid attention to, promoted and had many positive changes. In recent times, the leaders of the two countries have closely directed and ensured that key cooperation projects are implemented on schedule, contributing to improving the quality of life of the people of the two countries. The fields of culture, education, science and technology continue to be paid attention to, promoted and achieved many practical results; cooperation between Party committees, ministries, branches of the Government, and agencies continues to be promoted, and cooperation and people-to-people exchanges between central and local mass organizations are strengthened.

Leaders of the two Parties and States assessed that the comprehensive cooperation between the two countries has made important contributions to socio-economic development, strengthening national defense and security, maintaining political stability and social order and safety in each country.

In the context of the volatile regional and world situation, the two leaders affirmed that they will continue to strengthen and deepen the great friendship, special solidarity, comprehensive cooperation and strategic connection between Vietnam and Laos through existing practical and effective cooperation mechanisms, establish and organize new mechanisms that have been agreed upon by the two countries' senior leaders, thereby actively contributing to the implementation of each country's development goals.

The two sides affirmed to continue to deepen the relationship between the two Parties and two countries, considering it a core pillar guiding the overall strategy for the Vietnam-Laos comprehensive cooperation relationship, affirming the consistent policy of the two Parties and two States in always standing side by side, supporting and helping each other in the cause of innovation, construction, development and protection of the Fatherland; determining that the Vietnam-Laos, Laos-Vietnam relationship is always a top priority in the foreign policy of each country; is an exemplary relationship, of long-term strategic significance, and is one of the decisive factors for the victory of the revolutionary cause in each country.

The two sides affirmed that they will closely coordinate on strategic issues related to security and development, and jointly prepare for the successful organization of the National Congress of each Party. The two leaders emphasized and affirmed the strategic importance of further strengthening the pillars of defense, security and foreign affairs cooperation, in order to maintain political stability, security and social order; considering this one of the important pillars of the special Vietnam-Laos relationship.

The two sides affirmed to continue to maximize the effectiveness of existing cooperation mechanisms, while continuing to innovate and improve the quality of coordination in all fields. On that basis, the two countries will consider building new, appropriate cooperation mechanisms to further strengthen the special solidarity between Vietnam and Laos, bringing practical benefits to the people of each country, contributing to peace, cooperation and development in the region as well as the world. The leaders of the two sides also agreed to continue to exchange information in a timely manner, consult on positions, closely coordinate and support each other at international and regional forums.

At the meeting, Prime Minister Pham Minh Chinh and Lao Prime Minister Sonexay Siphandone highly appreciated the results achieved in economic, trade, investment, cultural-educational and scientific-technological cooperation between the two countries in recent times. In terms of economy, the two sides agreed to promote trade and investment cooperation, considering this an important pillar of the Vietnam-Laos strategic relationship. The two countries will effectively implement the Joint Statements, high-level agreements and cooperation programs between ministries, branches and localities; promote connectivity and complementarity between the two economies; and actively remove difficulties and obstacles in the implementation process.

The two sides also exchanged many specific orientations and measures to improve the effectiveness of economic and trade cooperation in the coming period, especially emphasizing the need to create a strong, breakthrough change in economic, trade and investment development cooperation, making this field a strategic pillar, commensurate with the stature of political relations as well as the potential of each country.

The two sides agreed to promote the growth of bilateral trade turnover to soon reach the target of 5 billion USD and aim for the 10 billion USD mark in the coming time; at the same time, prioritize handling outstanding problems and promoting connectivity. In particular, the two sides will focus resources on implementing key infrastructure connection projects such as the Hanoi-Vientiane Expressway project, promoting the implementation of the Vietnam-Laos Industrial Park model, border gate economy on the East-West economic corridor; building an investment and business environment and connecting infrastructure to create favorable conditions to promote sustainable development of enterprises of the two countries, enhancing mutual support between the two economies of Vietnam and Laos.

In addition, Vietnam and Laos will expand cooperation between Party, State, Fatherland Front, mass organizations and people's organizations; strengthen coordination and mutual support in socio-economic development, as well as ensure security and stability in border areas, contributing to firmly consolidating the special relationship between the two countries.
