
Accordingly, the Chairman of the Provincial People's Committee requests:
Department of Culture, Sports and Tourism:
Preside over and coordinate with relevant units to advise the Provincial People's Committee on implementing the Law on Cultural Heritage No. 45/2025/QH15 (effective from July 1, 2025) to ensure timeliness, consistency, effectiveness, suitability with practice, and compliance with regulations.
Preside over and coordinate with press agencies to organize propaganda, popularize the law, raise awareness and sense of compliance with the law on cultural heritage. Propagate widely among the people to raise social awareness and government levels. Organize training for officials working in management of sectors and fields under the scope of the Law on Cultural Heritage and new provisions of the Law, documents detailing the implementation of the Law.
Strengthen state management in the management, protection, promotion of relic values and activities of preservation, restoration and rehabilitation of relics; strictly control the process of inventorying and classifying new relics, closely linking with the program and plan for restoration, embellishment and promotion of relic values. Strengthen coordination with all levels and sectors in advising and managing the state on cultural heritage. Promote inspection, examination and supervision of the protection and promotion of relic values in the province.
People's Committees of districts, towns and cities:
Further strengthen the role and responsibility of agencies, localities and communities in the management, protection and promotion of the value of relics and the activities of preserving, restoring and renovating relics; strictly control the process of inventorying and classifying new relics, closely linking with the program and plan for restoration, embellishment and promotion of the value of relics. Strengthen coordination with all levels and sectors in advising and managing the state on cultural heritage.
Strictly implement the Law on Cultural Heritage, central and provincial law enforcement guidelines, and regulations on investment and construction when implementing projects to preserve, restore, and renovate relics (regardless of the budget source from which the project is implemented).
Guide investors to properly implement the process, regulations, and procedures for implementing relic restoration projects, noting that restoration projects must obtain opinions from relevant agencies, ministries, branches, and scientists and only be implemented when there is a written appraisal and approval from competent authorities for the projects; properly implement the contents of project appraisal, economic-technical reports, and relic restoration construction drawings that have been discussed and commented on by the Ministry of Culture, Sports and Tourism and the Ministry's competent agencies, to ensure the protection and preservation of the original elements that create the value of the relic.
Organize widespread propaganda about the meaning and value of relics, the reasons for preserving, renovating and restoring relics and publicize the content of relic restoration projects before implementation so that people know, participate and contribute opinions to unify, raise awareness and create social consensus on the implementation of relic preservation, renovating and restoring projects, especially relics of spiritual, religious and belief nature.... When completing the relic preservation, renovating and restoring project, organize an introduction of the historical, cultural, scientific and artistic values of the relic; the commencement date, the completion date; organizations and individuals contributing financially; the construction unit...
Strengthen inspection, examination and supervision of the protection and promotion of local relic values; promote the supervisory role of the community in implementing relic restoration and embellishment projects in accordance with the procedures and contents prescribed by law; resolutely and strictly handle violations that affect the value of relics (if any); ensure harmony between cultural heritage conservation and sustainable socio-economic development and local tourism development.
