To immediately overcome the shortcomings, deficiencies and limitations in fire prevention and fighting work at agencies, enterprises and households, the Provincial People's Committee has just issued a document requesting Directors, Heads of provincial departments, branches and sectors, Chairmen of People's Committees of districts, cities, People's Committees of communes, wards and towns according to their functions and tasks to continue to seriously and effectively implement the directives of the Government, the Ministry of Public Security , the Provincial Party Committee, the People's Council and the Provincial People's Committee on fire prevention and fighting and rescue work.
The provincial police are assigned to coordinate with relevant agencies to urgently investigate and determine the cause of the fires, as a basis for handling responsibilities if there are signs of violations of fire prevention and fighting regulations; at the same time, propagate, disseminate, and draw lessons for agencies, organizations, businesses, and individuals to avoid similar incidents...
The Department of Culture, Sports and Tourism, the Department of Science and Technology, the Provincial Radio and Television Station, Vinh Phuc Newspaper, the Provincial Information and Gazette Center, the People's Committees of districts, cities, the People's Committees of communes, wards and towns shall preside over and coordinate with the police agencies at the same level to strengthen and improve the quality and effectiveness of propaganda work, guidance on knowledge and skills in fire prevention and fighting and rescue, and fire and explosion safety conditions for people and establishments at high risk of fire and explosion such as industrial buildings, high-rise buildings, multi-storey buildings, markets, commercial centers, karaoke businesses, bars, etc.
The Department of Industry and Trade coordinates with the Provincial Police to strengthen inspection and control of business activities, retail, storage, and use of substances and goods with high flammable and explosive properties at production facilities located in residential areas, industrial clusters, and craft villages to proactively prevent fires and explosions...
The Department of Construction shall preside over and coordinate with the Provincial Police, People's Committees of districts and cities to strictly carry out the appraisal, construction licensing, and acceptance of works subject to fire prevention and fighting design approval. Regularly inspect, maintain, repair, replace, and install new fire hydrants in residential areas, urban areas, and areas with high risk of fire and explosion.
The Department of Finance directs the review of construction planning, urban planning for residential areas, urban renovation and beautification areas, and clearance areas to have measures and solutions to limit the risk of fire and explosion; paying special attention to traffic conditions and water sources for fire fighting and search and rescue work.
The Department of Agriculture and Environment directs forest rangers and forest owners to strengthen inspection, timely detection and prevention of forest fire risks; arrange forces on duty 24/7; arrange checkpoints, patrols and guards in key areas prone to forest fires.
The Provincial Industrial Park Management Board strengthens coordination with the Public Security agency in the inspection of fire safety and rescue for facilities in industrial parks; directs investors in industrial park infrastructure to build and maintain the operation of specialized fire prevention teams and grassroots fire prevention teams, ensuring conditions for effective operation.

Heads of departments, branches, agencies, organizations, enterprises, and households shall strengthen self-inspection to detect and promptly correct existing shortcomings and deficiencies in fire prevention and fighting, and prevent the risk of fire and explosion within their management scope; regularly inspect and test fire prevention and fighting systems installed at the facility, ensuring the maintenance of the system's operation; maintain the standing duty of the fire prevention and fighting force at the facility; regularly organize training courses on fire prevention and fighting and search and rescue operations, and practice fire prevention and fighting plans.
The People's Committees of districts, cities, communes, wards and towns shall direct the strengthening of propaganda on fire and explosion risks, regular training in escape and fire fighting skills, dissemination of knowledge and legal regulations on fire safety conditions for each facility and residential area under their management.
Organize inspections of results of overcoming shortcomings and limitations and implement recommendations on solutions to ensure fire safety of facilities with high risk of fire and explosion; promptly detect, correct and immediately overcome shortcomings and deficiencies in fire prevention and fighting, and at the same time strictly and decisively handle cases of non-compliance or intentional violation of fire prevention and fighting regulations.
