Increased monitoring to curb commercial fraud

Global trade tensions continue to escalate, which will also impact increasingly complex trade fraud. Vietnam is a country participating in deep and rapid integration with 17 bilateral and multilateral free trade agreements (FTAs) signed and 2 agreements under negotiation. The FTAs ​​that Vietnam has signed account for more than 66% of global GDP. This is an advantage for our country in expanding the export of goods and attracting foreign investment in various fields.

However, according to economic experts, FTAs ​​open up opportunities but also come with many challenges. Among them, the opportunity is that many goods are exempted from tax as soon as the FTA is signed and takes effect or according to the roadmap of 1-6 years to reduce tax to 0%. Therefore, businesses can boost exports to countries that Vietnam has signed FTAs ​​to enjoy tariff incentives, increasing competitiveness with similar goods from other countries. However, businesses that want to enjoy tariff incentives must meet technical barriers such as: localization rate of products, traceability, origin, environmental standards, labor, management, etc. Besides, businesses also face challenges, goods consumed domestically will face fiercer competition from partners from member countries in the FTA bloc.

In addition, in the current situation, if Vietnam does not control imported goods from other countries well, trade fraud may occur. Specifically, many imported goods are assembled and sourced from Vietnam to export to countries with which Vietnam has signed FTAs ​​to enjoy preferential tariffs. If the management force does not control imported goods well, it will greatly affect businesses that are producing and exporting in Vietnam. At the same time, it will greatly affect the reputation of Vietnamese goods in the international market. This is also one of the reasons that can lead to a series of anti-dumping lawsuits against Vietnamese goods.

Therefore, on April 15, 2025, the Ministry of Industry and Trade issued Directive No. 09/CT-BCT on strengthening state management of inspection and supervision of goods origin in the new situation. In which, the competent authorities will promptly implement measures to prevent and combat fraud of exported goods origin according to the requirements of importing countries and FTA partner countries.

Dong Nai is a province with top industrial production and export in the country, accounting for nearly 8% of Vietnam's total export turnover, so the inspection and supervision of goods origin is very important. The goal is to protect production and export for businesses in the area and develop sustainable industry and export.
