When the National Assembly members understand the thoughts and real life of workers. Especially the head of the Government agrees with the issue of salary increase, which means the budget will be balanced, the feasibility of a higher salary increase. Therefore, the salary increase, especially this time, may come sooner than expected. But how the salary increase is and the story after the salary increase is what is important.
After streamlining and reorganizing the State administrative apparatus, although the cadres, civil servants and public employees in many localities and units have been partially purified, the reality of operating the new apparatus in recent times shows that there is still a significant number of cadres who do not meet job requirements or work half-heartedly. They are cadres with weak expertise, or are working outside their expertise. Some people even try to cling to the State in the hope of stability.
Salary is a particularly important policy of the socio -economic policy system, aiming to ensure progress and social justice. Therefore, salary reform must be linked to the actual contributions of workers in the public sector. Along with salary increases, internal arrangements for each agency and unit are very necessary. We must build suitable job positions. We must design a system to evaluate the capacity, attitude and responsibility of the staff through KPI. Salary increases are only truly meaningful when accompanied by increased responsibility and labor productivity. If we only increase the payment level without changing the way of working, the evaluation mechanism and accountability, salary reform will only be "pouring water into a leaky pot" as many opinions have expressed in recent days. An honest administration is when officials see that the salary they receive every month is commensurate with the labor they put in. If they only receive salary because they have come to the office enough days and hours, that is a failure. Therefore, along with this salary increase, there must be reform and upgrading of staff. Absolutely no avoidance.
