
According to the Steering Committee for Science , Technology, Innovation, Digital Transformation and Project 06 (referred to as the Provincial Steering Committee), out of 44 tasks set out, 15 have been completed, no tasks are behind schedule, 10 tasks are being implemented regularly and 19 tasks are continuing to be implemented.
The direction was carried out resolutely, demonstrated through the issuance of a series of plans and guidance documents, the organization of online conferences, the launching of a peak of electronic identification, the cleaning of marriage data and extensive propaganda activities. In particular, the Provincial Police played a key role in advising and organizing the implementation of Project 06, with over 150 bilateral meetings with related units. At the same time, coordinating to advise on the establishment of a Steering Committee on science, technology development, innovation, digital transformation and Project 06 provinces; Reviewing, collecting, updating and cleaning population data, ensuring that the data is "correct, sufficient, clean, and alive".
Lam Dong has completed the technical connection with the Electronic Identification and Authentication System and the national population database managed by the Ministry of Public Security . At the same time, upgrading the specialized data transmission network to Party and State agencies in the province, ensuring high-speed connection to the online video conferencing system. Hiring information technology services ensures continuous operation of the system to serve the project implementation, minimizing risks.
The province continues to invest in telecommunications infrastructure, with widespread coverage, especially the 5G network (253 5G hotspots have been deployed in the province). 100% of agencies and units have received and returned administrative procedure results via public post. Agencies have digitized civil status, land, labor, student data and subscriber information.
The province provides more than 2,000 online public services. In the first 6 months of the year, more than 98% of administrative records were received and processed online, over 64% of transactions were paid online. The rate of digitized records reached nearly 80%, and the reuse of digitized data in handling administrative procedures reached more than 30%.
The effectiveness of Project 06 is clearly demonstrated in many fields. In healthcare , the use of CCCD instead of health insurance cards has achieved a successful lookup rate of over 86%, contributing to reducing patient reception time. More than 562,000 electronic health records and tens of thousands of medical documents have been integrated into the VNeID application.
Cashless payments and disbursements have also been expanded, with over 73% of pension and social insurance payments and 100% of unemployment insurance benefits being made non-cash. Educational and medical facilities have deployed this form of payment at a high rate, creating convenience and transparency for the people.
The province has completed 17/34 pilot models implementing Project 06 and continues to replicate effective models. To date, nearly 3.6 million ID/Citizen ID applications have been received, over 2.7 million electronic identification accounts, with an activation rate of over 80%. The province has also created over 2.7 million electronic health records for the people.
The issuance of criminal records and electronic health books on the VNeID application is being promoted, contributing to reforming administrative procedures in a modern and convenient direction. New models such as residence registration, health check-ups, payment at smart parking lots, etc. continue to be deployed to bring a comprehensive digital experience to people.
According to the Steering Committee, in the coming time, Lam Dong province will continue to promote the implementation of key tasks, especially data completion, infrastructure development, human resource training and communication promotion. The focus is on encouraging the use of online public services, implementing "0 VND" fee collection for some administrative procedures and expanding digital utilities in life.
