Accelerating the completion of the 2023 growth target

In order to maximize the potential and strengths of the province, as well as the sectors and fields with room for growth, striving to complete the socio -economic development target in 2023; on October 24, the Provincial People's Committee issued Plan No. 4425/KH-UBND to deploy key and breakthrough tasks and solutions in the last 3 months of the year, to accelerate the completion of the growth target for the whole year 2023.

The plan sets out the following targets: For the agriculture, forestry and fishery sector, strive to achieve added value of VND 1,349 billion in the fourth quarter, up 4.02%; for the whole year of 2023, it will reach VND 6,985 billion, up 4.25%, contributing 1.21% to GRDP. The industry - construction sector strives to achieve added value of VND 2,218 billion in the fourth quarter, up 23.15%; for the whole year, it will reach VND 8,857 billion, up 16.68%, contributing 5.38% to GRDP. The service sector strives to achieve added value of VND 2,539 billion in the fourth quarter, up 11.75%; for the whole year, it will reach VND 8,716 billion, up about 9%, contributing 3.06% to GRDP. Product tax in the fourth quarter reached an added value of VND419 billion, up 22.31%, bringing the whole year of 2023 to VND1,311 billion, up 7%, contributing 0.36% growth to GRDP.

To achieve the above goals, the Provincial People's Committee requires departments, branches, localities, and the business community to innovate their thinking and working methods, identify this as a key political task, take drastic actions, and have higher determination to focus on directing and implementing well the 10 groups of tasks and solutions that have been set out. In particular, the focus is on reviewing low-achievement targets and tasks, and remaining difficulties to have solutions to focus on implementation in order to strive to comprehensively complete the targets, targets, and tasks identified in the 2023 plan resolution of the Provincial Party Committee and the Provincial People's Council. Focus on promoting investment; support and guide investors and localities to remove difficulties and obstacles in the disbursement of public investment capital, especially capital for implementing national target programs, career capital, foreign capital sources, large-scale projects, such as: Sustainable environmental project for coastal cities - Sub-project of the City. Phan Rang - Thap Cham, North - South Expressway Project through the province, Road Project connecting Tan Son town, Ninh Son district to Ta Nang intersection, Duc Trong district, Lam Dong province...

Timely advise the Provincial People's Committee to assign relevant departments and branches to resolve and remove difficulties to speed up the progress of new urban area projects, such as: Dinh River bank urban area, Dam Ca Na urban area, Phu Ha urban area. Focus on reviewing and advising on handling key tourism projects that are behind schedule, resolutely withdrawing a number of projects that violate land use progress, investors who lack enthusiasm and capacity to prolong the project, including handling 3 slow-progress tourism projects: Grape spa resort project - grape farm - grape wine factory of Smart Asgard Vietnam Joint Stock Company; High-class eco-resort tourism project in Thanh Hai commune, Ninh Hai district of Hon Do Investment and Development Joint Stock Company; Cap Padaran Mui Dinh tourist area project.

Along with that, units and localities need to focus on breakthroughs in the service, tourism and digital transformation sectors. Take advantage of FTA tax incentives to find markets and partners; expand the export market for goods, especially for two key products: frozen shrimp processing and cashew nuts. Develop solutions to effectively exploit new tourism programs, focusing on implementing the Project to pilot the pedestrian street in Phan Rang - Thap Cham City. Continue to effectively exploit wharf 1A of Ca Na General Port in association with mobilizing the maximum amount of goods through the port from provinces in the South Central region. Call for investment in the construction of Ca Na General Port (phase 2). Advise on the implementation of the planning of Thanh Son Airport and the Project on socialization of exploitation of Thanh Son Airport. Accelerate the implementation of the policy of lending with interest rate support of 40,000 billion VND for enterprises, cooperatives, and business households, the credit program of 120,000 billion VND for social housing, worker housing, renovation of old apartments, and 15,000 billion VND for the forestry and fishery sectors...

For the energy industry and processing and manufacturing industries, focus on removing difficulties and obstacles to attract secondary investors to industrial parks and clusters. In particular, the Department of Industry and Trade is assigned to focus on monitoring and urging investors to complete procedures on land, construction, and environment of industrial cluster infrastructure projects, to soon start construction of Hieu Thien, Phuoc Tien, Phuoc Minh 1 and Phuoc Minh 2 Industrial Cluster Projects. Organize the reception of Quang Son Industrial Cluster infrastructure; promote the promotion of calling for secondary investment in industrial parks and clusters; develop and submit for approval the rental price of technical infrastructure of Quang Son Industrial Cluster. Monitor the progress of implementing a number of secondary projects in Thap Cham and Quang Son Industrial Clusters to promptly support procedures when investors have difficulties and obstacles. Continue to remove difficulties for enterprises to expand the production scale of a number of large-scale processing and manufacturing industrial products, striving to achieve the following output: 150 thousand tons of cement; 70 million burnt bricks; 15,000 tons of frozen shrimp; 5.3 million garment products; 43 million liters of beer...

Coordinate with the Management Board of Industrial Parks to accelerate the construction progress to complete and put into production projects in Du Long, Phuoc Nam, Thanh Hai Industrial Parks, including: Children's toy factory of Innoflow Korea Co., Ltd. with a scale of 10 million products/year. Hoang Thanh Do Luong Garment Factory (Phase I) with a scale of 12 million products/year. Factory producing industrial wood panels, wood flooring and wood accessories with a scale of 200 thousand products/year. Factory processing asparagus products with a scale of 2.1 million products/year. Factory producing and processing construction sand with a scale of 60 thousand m3. Lubricating oil factory with a scale of 9,500 tons of products/year... Focus on supporting the removal of difficulties and obstacles in the construction of the 220kV Nha Trang - Thap Cham line to soon connect power generation projects (of which - Thien Tan 1.4 solar power project has been completed), generating power in October 2023. Monitor and urge the progress of the implementation of Phuoc Thai 2 and 3 solar power projects, complete on schedule to create new increased capacity.

To maintain growth in the agricultural and fishery sectors, units and localities focus on effectively directing crop production, regulating water reasonably and economically, suitable to the conditions of each region, promoting the conversion of crop structure to increase value and efficiency, ensuring that by the end of the year, it will reach 1,300 hectares. Replicate and promote the effectiveness of biosafety livestock models, improve the efficiency and value of livestock and poultry. Continue to promote the brand of shrimp seeds, expand the market to increase the annual seed production output to 41 billion...

At the same time, focus on removing difficulties and obstacles for businesses, in the spirit of promoting responsibility, perseverance, innovating ways of doing things, handling them thoroughly, and accompanying businesses. Focus on doing a good job of caring for and improving people's material and spiritual lives and health care; fully, promptly and effectively implementing social security policies; effectively implementing national target programs, especially socio-economic development in ethnic minority and mountainous areas. Improve the quality of education and training, vocational training associated with job creation and labor export. Continue to do a good job of ensuring national defense, security, order, social safety, crime prevention and control, fire prevention and fighting, and traffic safety. Focus on advising on the issuance of mechanisms, policies, programs, and projects to serve the Provincial Party Committee and Provincial People's Council meetings at the end of the year, with the determination to strive to complete the 2023 growth target of 10-11% according to Resolution No. 22-NQ/TU dated December 6, 2022 of the 14th Provincial Party Committee.
