The conference was co-chaired by comrades: Nguyen Van De - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee; Nguyen Danh Hung - Deputy Director of the Department of Agriculture and Environment; Nguyen Tien An - Director of the Nghe An Forest Protection and Development Fund. Also attending were comrades: Pham Hong Luong - Deputy Director of the Vietnam Forestry and Forest Protection Department; Le Van Thanh - Deputy Director of the Vietnam Forest Protection and Development Fund; representatives of relevant departments, branches, agencies, units and localities.
Sustainable income, promoting environmental protection
According to the summary report, by the end of 2024, Nghe An province had disbursed a total of more than 301 billion VND, reaching 85% of total revenue from ERPA; In 2025, 123.4 billion VND was disbursed.
ERPA funding is paid to more than 31,000 forest owners who are households, individuals, and village communities, most of whom are highland people with difficult circumstances, contributing to improving people's lives and reducing pressure on the state budget in forest management and protection.

Besides, it also creates many jobs, increases income, improves the lives of forest workers, forest rangers, especially people in mountainous and remote areas of the province; contributes to maintaining national defense, security, social order and safety, and maintaining forest cover in the whole province.
The conference listened to 5 presentations from individuals, representatives of organizations and group discussions to evaluate the results of ERPA implementation in Nghe An province. The presentations focused on the economic , social and environmental impacts of ERPA implementation on forest management, protection and development, and improving livelihoods for forest workers. Delegates also pointed out the shortcomings and limitations, identified the causes, and lessons learned as a basis for proposing mechanisms and policies for forest carbon sequestration and storage services.

Improve revenue efficiency from ERPA
Speaking at the conference, Mr. Pham Hong Luong - Deputy Director of the Vietnam Forestry and Forest Protection Department highly appreciated and shared the joy and positive results that the Nghe An government and all levels of sectors have achieved in implementing the payment of revenue from ERPA. He affirmed the important role of revenue in strengthening forest protection and supporting people's livelihoods.
Regarding the comments, the Deputy Director of the Vietnam Forestry and Forest Protection Department said that he will consider supporting appropriate amendments to the implementation situation. Contents that exceed the authority of the agency will be submitted to relevant levels for adjustment to ensure effectiveness and timeliness.

Concluding the conference, Vice Chairman of the Provincial People's Committee Nguyen Van De acknowledged and commended the efforts of agencies and units in timely disbursement of ERPA funds. Thereby, it has made an important contribution to supporting forest protection, reducing emissions, and improving people's livelihoods, especially in remote areas.
However, in addition to the remarkable results, it is also necessary to frankly acknowledge the shortcomings in some regulations, procedures, and limited forestry measures. To promote the achieved results, in the coming time, the Vice Chairman of the Provincial People's Committee requested all levels, sectors, and localities to focus on a number of key tasks and solutions regarding timely and correct disbursement; overcoming shortcomings in declaration and statistics. Strengthening the capacity of officials and the community; promoting the application of information technology to build a unified and transparent ERPA data management system.

Based on Nghe An's experience, the province has proposed to the Ministry of Agriculture and Environment and the Government to extend the ERPA pilot period and soon build phase 2. There are specific guidelines on the use of remaining funds, especially after 2025. Adjust and expand the objects and payment contents, especially for the community; raise the level of livelihood support to suit reality. Allow testing of the ERPA financial linkage mechanism with economic models of forestry, OCOP, and ecotourism.
The Vice Chairman of the Provincial People's Committee affirmed that the province will continue to direct strongly and coordinate closely with central ministries, branches, and the Vietnam Forest Protection and Development Fund to implement more effectively in the coming time.
On this occasion, the Conference awarded Certificates of Merit from the Chairman of Nghe An Provincial People's Committee to 5 collectives and 5 individuals with outstanding achievements in implementing ERPA emission reduction payments.
