Specifically: Resolution No. 200/2025/QH15 of the National Assembly on supplementing the state budget estimate for regular expenditure (foreign non-refundable aid) in 2025; Resolution No. 201/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development; Resolution No. 1639/NQ-UBTVQH15 of the National Assembly Standing Committee on the appointment of the Deputy Head of the National Assembly Office.

Supplementing more than 4,300 billion VND of regular expenditure budget from non-refundable aid

Resolution No. 200/2025/QH15 of the National Assembly resolves to supplement the central budget revenue estimate for 2025 from foreign non-refundable aid capital of VND 4,327.121 billion and to supplement the central budget regular expenditure estimate for 2025 from foreign non-refundable aid capital of VND 4,327.121 billion for ministries, central and local agencies as in Submission No. 335/TTr-CP dated May 9, 2025 of the Government. The Government is responsible for the accuracy of the data and proposed content, ensuring that the supplementary budget for ministries, central and local agencies is completed with sufficient procedures, complies with standards, norms, spending regimes and conditions for supplementary budget estimates, and assigns foreign non-refundable aid capital estimates in accordance with the provisions of law; ensure efficiency, right purpose, no loss, waste, negativity.

Shorten procedures for investing in social housing for the people's armed forces

Resolution No. 201/2025/QH15 of the National Assembly resolves to pilot a number of specific mechanisms and policies for the development of social housing nationwide. Specifically, it stipulates: National Housing Fund; assigning investors, approving investment policies, and assigning investors without bidding for investment projects to build social housing and housing for the people's armed forces that do not use public investment capital; establishing, appraising, approving, and adjusting detailed planning for investment projects to build social housing; procedures for investment in building social housing; determining selling prices and rent-to-purchase prices for social housing; housing conditions to enjoy social housing support policies; renting social housing and workers' accommodation in industrial parks; compensation, support, resettlement, investment in technical infrastructure systems, creating land funds for social housing development, etc.

Regarding the assignment of investors, approval of investment policies and assignment of investors without bidding for investment projects to build social housing and housing for the people's armed forces that do not use public investment capital, the resolution stipulates that, based on the housing development program and plan or approved urban and rural planning or the location of the land plot that has been determined to develop social housing and housing for the people's armed forces , the assignment of investors is carried out as follows:

In case the project has been approved for investment policy, approved for investment or has equivalent legal documents, the competent state agency shall assign the investor without bidding, except for the case specified in Clause 1, Article 12 of this Resolution;

In case the project has not been approved for investment policy, approved for investment or has not had equivalent legal documents, the competent state agency shall approve the investment policy and at the same time assign the investor without going through bidding.

The conditions for assigning an investor are that the investor must meet the conditions for a real estate business organization according to the provisions of the law on real estate business. In case there are 2 or more investors registering to be the investor, the priority criteria for assigning the investor include: experience in implementing housing construction investment projects; financial capacity to implement the project; other criteria according to the Government 's regulations...

* Resolution No. 1639/NQ-UBTVQH15 of the National Assembly Standing Committee resolved to transfer and appoint Mr. Nguyen Van Hien, former Director of the Institute for Legislative Studies under the National Assembly Standing Committee, to hold the position of Deputy Head of the National Assembly Office. The term of appointment is 5 years, starting from May 17, 2025.
