Strengthening the inspection and handling of counterfeit goods
Strong inspection, strict handling
According to information from the Market Management Department of Long An province, from the end of 2024, the unit has proactively developed a periodic inspection plan for 2025, strictly following the professional instructions of the General Department. Accordingly, there are 53 organizations and individuals subject to periodic inspection.
Up to now, the unit has inspected 4 cases and is inspecting the remaining cases on schedule.
From March 2025, especially after the Prime Minister issued Official Dispatch No. 65/CD-TTg on the peak of the fight against BL, GLTM , counterfeit goods and infringement of intellectual property rights, the Long An Provincial Market Management Department urgently deployed the direction of the Ministry of Industry and Trade , the General Department of Market Management and the Department of Industry and Trade to all affiliated Market Management teams.
Head of the Market Management Department of Long An Province - Pham Duc Chinh said: "We require the Market Management teams to proactively grasp the area, carefully review production and business activities at the facility, especially for essential consumer goods. When detecting signs of violations, it is necessary to quickly coordinate with functional units to inspect and thoroughly handle, not to let the situation drag on."
By early June 2025, the Long An Provincial Market Management Department discovered and handled 35 violations with a total amount of VND 1,235 billion paid to the state budget.
Of which, the administrative fine was 839.7 million VND (770.982 million VND paid to the central budget, 68.75 million VND to the local budget), illegal profits were recovered 346.1 million VND and revenue from the sale of confiscated goods and exhibits was 49.1 million VND. A case with signs of a criminal offense has been transferred to the police for consideration of prosecution.
Notably, during the peak period of implementing Official Dispatch No. 65/CD-TTg, the Market Management Force of Long An province coordinated with the Provincial Police to conduct surprise inspections and discovered two major violations. In one case in Ben Luc town, Ben Luc district, the authorities temporarily seized a large quantity of household appliances of unknown origin that were being transported to the market.
In one case in Tan Lan commune, Can Duoc district, the inspection force discovered 963 cartons of various types of milk (equivalent to 11,856 boxes) without invoices or legal documents.
The authorities took 40 product samples for examination to determine the level of violation. Both cases are being handled and investigated by the Economic Police Department of the Provincial Police.
In addition to serious incidents, the Market Management force also increased supervision of consumer goods with high purchasing power such as soft drinks, ice cubes, household appliances, cosmetics, etc. in Tan An City, Can Giuoc District, Ben Luc District, etc. Not only that, floating goods, without Vietnamese sub-labels, and violations of price listing are still common.
Director of the Department of Industry and Trade - Huynh Van Quang Hung assessed: "This inspection aims to review and comprehensively rectify market activities, especially for products directly related to public health. We are determined to thoroughly handle violations; at the same time, ensure the legitimate rights of consumers".
Notably, the Market Management force has stepped up grassroots investigation and information collection from people and businesses. Market Management teams closely coordinate with the police, tax authorities, local authorities and relevant agencies to inspect "hot spots" such as warehouses, traditional markets, and the border area between Long An and Ho Chi Minh City; at the same time, inspect emerging business forms such as selling via social networks and livestreaming - which have many potential risks of fraud.
Ms. Nguyen Thi Hong, a consumer in Duc Hoa district, shared: “Currently, there are still many fake and poor quality products . I hope that the authorities will continue to inspect and strictly handle violations so that people can shop with peace of mind.”
With initiative and a high sense of responsibility, the province is gradually establishing market order and discipline, not only during this peak season but also towards long-term stability.

After the peak period, the Market Management Department of Long An province continued to summarize, draw experience and prepare for the new phase of operation. "We have developed a plan to coordinate with the Market Management Department of Tay Ninh province on business processes, data sharing, hotline connection and market monitoring mechanism unification. After the official merger decision, the Market Management force will operate under the new structure but still ensure the effectiveness of inspection and handling of violations" - Mr. Pham Duc Chinh informed.
In the coming time, the provincial Market Management force will continue to focus on improving the effectiveness of state management of the market in a systematic, specialized and modern manner. The focus is on completing internal regulations, building a culture of standard conduct in performing public duties, ensuring that each officer and civil servant of the Market Management sector works responsibly, disciplined, in accordance with the law and close to the people. Market inspection and control work will continue to be strengthened, especially during peak periods of fighting against counterfeit goods, poor quality goods, goods of unknown origin, especially for groups of goods that directly affect the health of consumers. Coordination between relevant departments and branches will be implemented in the direction of clearly defining responsibilities, avoiding overlap, ensuring consistency and effectiveness in the fight against counterfeit goods and trade fraud.
Along with that, the Market Management force will conduct a detailed inventory of goods in temporary warehouses, ensuring proper management, publicity and transparency; closely coordinate with competent authorities to handle cases and lawsuits related to violations in the field of trade; strengthen post-inspection of licensing activities of the Department of Industry and Trade and related sectors, promptly detect and strictly handle violations arising after licensing.
At the same time, the Market Management Department also proactively organizes regular meetings and dialogues with businesses, organizations and individuals doing business in the area to grasp the situation, receive feedback, remove difficulties and guide compliance with the law.
One of the key priority tasks is to promote digital transformation in market management activities, apply information technology in data collection and analysis, strengthen supervision of business activities on e-commerce platforms and social networks, contributing to building a transparent, stable and sustainable market.
Mr. Huynh Van Quang Hung emphasized: “In the coming time, the Department of Industry and Trade will continue to direct the Market Management force to closely coordinate with functional agencies, step up inspection and supervision to promptly detect, prevent and handle acts of black market, trade fraud, production and trading of counterfeit and poor quality goods. The overarching goal is to protect the legitimate rights of consumers, create a healthy, transparent and sustainable business environment”./.
