Hand over the "fishing rod"
The family of Mr. Tran Van Thuc, Nha Xe village, Dong Loi commune (Son Duong) is a poor household, with income mainly based on farming. In 2024, Mr. Thuc received support for a goat farming livelihood model from the "Livelihood diversification and poverty reduction model development project" of the National Target Program for Sustainable Poverty Reduction. To date, from the initial 10 goats, his family's herd has grown to 20 goats, including 14 breeding goats.
With fertilizer support, people in Trung Yen commune invest in growing tea trees, providing stable income.
Mr. Thuc shared: “When receiving the goat farming livelihood model, my family was very excited because goats are easy to care for animals, mainly eating leaves in the home garden. Therefore, the care is not very expensive, in return, thanks to the goats' breeding, my family has daily work, additional income to raise children for education. By the end of 2024, I will have escaped poverty. My wife and I will continue to try to grow crops and raise livestock to develop the economy .”
In recent years, Dong Loi commune has been one of the localities that has effectively implemented the "Livelihood diversification and poverty reduction model development project". Comrade Pham Thi Diem Hang, Vice Chairman of Dong Loi Commune People's Committee, said that in 2024, the locality supported goat livelihood models for 27 households, each household with 10 goats, and cow farming models for 12 households, each household with 2 cows. In response to barns, closely following the policies of all levels, Dong Loi commune has conducted surveys and grasped the people's thoughts to develop a plan to grant appropriate livelihood models. Up to now, the livestock economic models in the commune have been effective, increasing people's income. Thanks to that, the whole commune currently has 143 poor households, accounting for 11% and 46 near-poor households, accounting for 3.5%.
Livelihood diversification
Aiming to create sustainable livelihoods and increase income for people, especially poor and near-poor households living in extremely difficult areas, Son Duong district has implemented support for people through livelihood diversification projects, replicating poverty reduction models and Sub-projects to support production development in the agricultural sector under the National Target Program on Sustainable Poverty Reduction.

In particular, the project to develop goat, buffalo and cow breeding production linked to the value chain in Son Duong district has recently been implemented in the communes of Dai Phu, Phu Luong, Tan Thanh, Van Phu, Dong Loi, Trung Yen... with the support of 10 goats/household, 1-2 cows/household, 1-2 buffaloes/household. Hundreds of households have benefited, the successful project will be the foundation for economic development, helping people have a more prosperous life.
“My family is very excited to receive support from the State for 2 breeding buffaloes to develop the economy and escape poverty. I will take care of the buffaloes so they are healthy and reproduce well, considering this as the main source of income to gradually improve our lives” - Mr. Tran Van Ngoc, Cau Tram village, Phu Luong commune shared.
Identifying livelihood diversification as one of the most effective solutions in implementing the Sustainable Poverty Reduction Program, from 2024 to present, the district has implemented 20 projects to support production development: chicken farming, buffalo, cow and goat breeding; supporting tea fertilizer and sugarcane production... with a total cost of over 8 billion VND.
The buffalo breeding model helps people in Tan Thanh commune increase their income.
To date, over 300 poor, near-poor and newly escaped poverty households in the district have received support from the project. For policy households participating in the livestock model, people are supported with breeding animals, animal feed, veterinary medicine and other livestock materials. In addition, the district also organizes training courses to raise people's awareness, "holding hands and showing them how to do things" to help people apply science and technology in production, contributing to achieving higher productivity.
Comrade Hoang Van Nien, Head of the Department of Agriculture and Environment of Son Duong district, assessed that the implementation of the national target programs encountered many difficulties. However, with the strong determination of the authorities at all levels to narrow the gap in socio-economic life and developed economic regions, the district has issued many synchronous support policies, creating conditions for people in disadvantaged communes to have more motivation to strive to rise up. Thousands of households have escaped poverty thanks to the practical policies of this Program.
From understanding the people’s thoughts and aspirations to the way of giving “fishing rods”, effectively implementing the livelihood diversification project has helped the poverty rate in Son Duong district decrease significantly in recent years. This is also the motivation for poor and near-poor households in the district to overcome difficulties, rise up to change their lives, and work together with the locality towards sustainable poverty reduction.
