In a rapidly changing, complex, and unpredictable world, Vietnam's demands are not only for rapid growth but also for sustainable, self-reliant, and resilient development. The 14th National Congress of the Party reaffirmed and clarified the three strategic breakthroughs in institutions, human resources, and infrastructure as fundamental pillars to unlock internal strengths and create new momentum for the country in the next phase of development.

Institutional breakthroughs – paving the way for all resources to develop.

The 14th National Congress of the Party continues to inherit and develop the strategic thinking established at the 13th National Congress. In this, the three strategic breakthroughs for the 2021-2030 period retain their overarching role, but are emphasized more profoundly in terms of depth, quality, and effectiveness of implementation, especially during the 2026-2030 term. The first and most decisive focus is a strong breakthrough in institutional development.

Institutions are not merely legal frameworks, but also the sum total of national governance thinking, organizational methods, policy implementation capacity, and mechanisms for allocating and mobilizing social resources. Institutional breakthroughs, in the spirit of the 14th National Congress, aim to enhance the capacity for planning and implementing the Party's guidelines and policies, and the State's laws; thereby unlocking, liberating, and effectively utilizing all resources for development.

A prominent requirement emphasized is the continued promotion of decentralization and delegation of power between the central and local governments, coupled with strengthened control over power and individual accountability. Decentralization and delegation of power must be substantive, clearly defined in terms of functions, tasks, and authority, linked to implementation capacity and effective monitoring mechanisms, in order to foster initiative, creativity, and a sense of self-responsibility at the local and grassroots levels.

Furthermore, institutional breakthroughs must be closely linked to promoting science, technology, innovation, and digital transformation as new drivers of growth. Improving the legal framework, mechanisms, and policies for the development of the private economy , building an innovative startup ecosystem, developing new business models, new production methods, and new productive forces are identified as key tasks to create sustainable long-term growth momentum.

In line with the spirit of the 14th National Congress, the reform of national governance thinking needs to be implemented synchronously, from awareness to legislation, from organizational structure to personnel and policy implementation processes. Discipline and order in implementation must be strengthened, with the quality and efficiency of service and the level of satisfaction of citizens and businesses as important measures of the effectiveness of institutional operation.

In particular, the requirements include ensuring the completeness and consistency of the legal framework; enhancing the capacity to remove bottlenecks in development; creating a smooth and transparent investment and business environment; and substantially reducing compliance costs for citizens and businesses. At the same time, it is necessary to decisively eliminate unnecessary intermediate barriers, overcome overlapping functions and responsibilities, address the fear of responsibility, and mitigate delays in policy implementation.

Human resources and infrastructure – determining the speed, quality, and scope of development.

If institutions are the paving factor, then human resources are the decisive factor in determining the speed and quality of development. The second breakthrough emphasized by the 14th National Congress is focusing on transforming the structure and improving the quality of human resources, especially high-quality, highly skilled human resources, to meet the requirements of the knowledge economy and the digital transformation era.

A breakthrough in human resources is not limited to educational and training reforms, but encompasses the entire human resource development ecosystem, from the labor market and policies for attracting and utilizing talent, to mechanisms for employing, rewarding, and protecting dynamic, creative, and proactive individuals who dare to think, act, and take responsibility for the common good.

A key requirement is to vigorously reform personnel management towards objectivity, democracy, substance, and effectiveness. Personnel evaluation and assessment must closely adhere to reality, be based on work output and results, and be linked to a mechanism of "entry and exit," "promotion and demotion." This will build a team of leaders and managers at all levels, especially at the strategic and grassroots levels, who are truly exemplary in terms of character, thinking, and modern management capabilities, suitable for the new organizational model and the country's breakthrough development requirements.

Alongside human resources, a breakthrough in the development of socio-economic infrastructure is crucial, identified as the material and technical foundation for organizing national development space. The 14th National Congress continued to emphasize the need for comprehensive improvement and strong breakthroughs in infrastructure development, especially multimodal transport infrastructure, energy infrastructure, urban infrastructure, telecommunications infrastructure, digital infrastructure, and data infrastructure.

Modern infrastructure, planned with a regional and inter-sectoral linkage mindset and linked to green transformation and energy transition, not only helps reduce logistics costs, improve investment efficiency, expand markets and create jobs, but also contributes to ensuring economic security, national security and the ability to adapt to climate change.

The combined strength of three breakthroughs – the foundation for enhancing national power.

The three strategic breakthroughs are dialectically related, mutually reinforcing, and mutually reinforcing. Institutional development plays a crucial role in supporting economic restructuring, innovating growth models, and creating new growth drivers. People are both the goal and the driving force of development, determining the feasibility of implementing policies and strategies.

Modern infrastructure creates the space and impetus to effectively leverage institutions, human resources, and science and technology.

In the current context, national strength is measured not only by hard power such as economic scale, scientific and technological potential, or defense capabilities, but also by the soft power of its development model, institutions, values, and international standing, as well as smart power in the efficient use of resources and flexible policy responses to change.

Global experience shows that no development model is sustainable without the ability to adjust policies promptly and adapt flexibly to domestic and international fluctuations. The success of each nation largely depends on its capacity to build and operate mechanisms that harmonize interests, converge and distribute resources, strengthen political confidence, policy confidence, investment and consumer confidence, and enhance its forecasting and policy response capabilities.

The three strategic breakthroughs, in the spirit of the 14th National Congress, reflect Vietnam's new, comprehensive, and modern development thinking in the era of digital transformation and sustainable development.

Improving development institutions, enhancing the quality of human resources, and building modern infrastructure within an effective, people-centered public governance ecosystem will create a solid foundation of internal strength for Vietnam to realize its goal of becoming a developing country with modern industry and high middle income by 2030; and a developed country with high income by 2045, affirming the country's new position in the region and internationally.
