The headquarters of Thach Thanh District People's Committee has been arranged as the working place of Kim Tan Commune People's Committee since July 1.
Implementing the policy of streamlining the organizational apparatus, the Provincial People's Council has decided to arrange and establish 6 communes in Thanh Thach district. Specifically, Kim Tan commune was established on the basis of merging the entire area and population of Kim Tan town and 5 communes: Thanh Tho, Thanh Tien, Thanh Hung, Thach Dinh and Thanh Truc. Van Du commune was established on the basis of merging the entire area and population of Van Du town and 2 communes: Thanh Tan and Thanh Cong. Ngoc Trao commune was established on the basis of merging the entire area and population of 4 communes: Ngoc Trao, Thanh An, Thanh Tam and Thanh Long. Thanh Vinh commune was newly established on the basis of merging the entire area and population of 4 communes: Thanh Yen, Thanh My, Thanh Vinh and Thanh Minh. Thach Binh commune was established on the basis of merging the entire area and population of 4 communes: Thach Long, Thach Binh, Thach Son and Thach Cam. Thach Quang commune was newly established on the basis of merging the entire area and population of 3 communes: Thach Quang, Thach Tuong and Thach Lam.
According to the report of the People's Committee of Thach Thanh district, after the resolution of the Provincial People's Council, the district urgently developed and completed the project and plan to assign cadres, civil servants, and public employees at the commune and district levels to work in 6 new administrative units. In this work, 81 cadres and civil servants voluntarily applied for leave, creating favorable conditions for the arrangement of the apparatus. Head of the Department of Internal Affairs of Thach Thanh district Bui Van Diep said: The arrangement and assignment of cadres was carried out publicly, transparently, in accordance with the prescribed procedures and processes. After the arrangement of the apparatus, there were still about 100 surplus cadres and civil servants at the commune level in the district.
Along with the preparation of the organizational apparatus, Thach Thanh district has completed the plan to arrange the working headquarters of the Party, government, Fatherland Front and related agencies in 6 new communes. The administrative service centers in the newly established communes have also been focused on by the district to prepare the necessary conditions, ensuring their operation immediately after they come into operation. Accordingly, in addition to preparing for the organization of staff, working headquarters, information technology infrastructure, and equipment, the district has proactively drafted documents related to the establishment and organization of activities; ready to issue decisions to establish and put these centers into operation immediately after the new commune-level government is put into operation, in order to avoid interruptions and delays in handling administrative procedures for people and businesses.
However, according to the assessment, the number of offices and infrastructure conditions at the current headquarters do not meet all the operational needs of the new administrative unit. Thach Thanh district has proactively arranged for staff to work temporarily at some remaining commune offices. At the same time, it has taken advantage of the existing infrastructure to arrange a place for some staff and civil servants to rest at noon while working away from home.
In addition, Thach Thanh district has also completed the assessment and developed a plan to rearrange assets and working equipment to balance the new administrative units. Actively coordinate with relevant departments, branches and units to complete the conditions for operating online meeting rooms, connecting with the province and the Central Government. After completing the facilities and technical equipment, through testing, the online meeting rooms operate to ensure the requirements.
Also during the past time, the district has urgently completed the plan to dissolve and end the operation of 3 public service units to hand over to the provincial level for management, including: Construction Investment Project Management Board, Agricultural Service Center and Thach Thanh Vocational College. At the same time, it has developed a plan to end the operation of the Center for Culture, Information, Sports and Tourism to establish public service centers in 6 new administrative units.
Head of the Department of Internal Affairs of Thach Thanh District Bui Van Diep added: In order to prepare well the conditions to ensure the new commune-level government operates stably from July 1, the district has directed relevant agencies and units to arrange assets, finances, hand over documents, seals, etc. At the same time, coordinate with relevant agencies to complete the electronic information portal of 6 new administrative units. Up to now, the district has basically completed the preparation work, ensuring the operation of the new government according to the schedule required by the province.
