On the morning of May 15, continuing the ninth session, the National Assembly listened to the presentation of the National Assembly's draft Resolution on a number of special mechanisms and policies, creating breakthroughs in the construction and organization of law enforcement.

Presenting the draft Resolution, Minister of Justice Nguyen Hai Ninh said that the draft Resolution stipulates that the state budget ensures spending on law-making work at no less than 0.5% of the total annual state budget expenditure and gradually increases according to development requirements.

The draft Resolution stipulates the mechanism for implementing contract spending, paying remuneration, and contracting for each task or activity in law-making; associated with the initiative and responsibility of the head of the agency performing the task, operating on the basis of compliance with the principles on applying special mechanisms and policies, on outstanding spending norms prescribed in the Resolution and according to the Government 's regulations (at least 3 to 5 times higher than the current norms); ensuring public, transparent, effective, economical management, preventing and combating corruption, waste, and negativity in implementing special mechanisms and policies prescribed in the Resolution.

The Draft Resolution stipulates that the Fund for supporting the development of policies and laws is a non-budgetary state financial fund, with charter capital guaranteed by the state from the state budget, 0.5% of which is guaranteed by the state for spending on the development of laws, and is allowed to receive legal support from domestic organizations and individuals.

Regarding ensuring support for human resources working in law-making, the draft Resolution stipulates a monthly support regime equal to 100% of the salary according to the current salary coefficient (excluding allowances) for those participating in law-making work.

The Draft Resolution also specifies solutions for the State to have special policies and mechanisms to attract high-quality human resources for the work of building and organizing law enforcement, from organizing specialized training, prioritizing recruitment, attracting and rewarding high-quality human resources; mechanisms for planning and seconding cadres; to applying the mechanism of autonomy in choosing methods of cooperation or hiring experts and consulting organizations in the work of building and organizing law enforcement.

Reporting on the review of this content, Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung said that the Committee and agencies of the National Assembly highly appreciated the efforts, urgency, seriousness, and responsibility of the Government and the drafting agency in preparing the project dossier; agreed to submit the project according to the shortened procedures; the project dossier was complete and in accordance with regulations.

The Committee found that the draft Resolution thoroughly grasped and closely followed the Party's guidelines and orientations, especially promptly implementing the specific requirements of the Politburo in Resolution No. 66/NQ-TU on innovation in law-making and enforcement to meet the requirements of national development in the new era.

Therefore, in principle, the Committee on Law and Justice agreed on the scope of the Resolution; at the same time, agreed on the drafting of the Resolution in the direction proposed by the Government, with both general, general, principled provisions and some specific provisions that can be implemented immediately after the Resolution is passed, promptly bringing the Party's new guidelines and policies in Resolution No. 66-NQ/TU and related resolutions into life.
