The People's Council and the Standing Committee of the People's Council of Nghe An province have established two supervisory teams.

On the morning of August 28th, the Standing Committee of the Nghe An Provincial People's Council held its regular August 2023 meeting, chaired by Comrade Thai Thanh Quy - Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies.

Attending the working session were members of the Provincial Party Standing Committee: Nguyen Nam Dinh - Standing Vice Chairman of the Provincial People's Council; Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee; along with leaders of the People's Council Committees, representatives of the Provincial People's Committee Office, and the Vietnam Fatherland Front Committee of Nghe An province.

MONITORING THE IMPLEMENTATION OF RESOLUTIONS OF THE PROVINCIAL PEOPLE'S COUNCIL AND ADDRESSING VOTER PETITIONS

Accordingly, the Standing Committee of the Provincial People's Council unanimously agreed to establish a specialized monitoring team of the Provincial People's Council on "The implementation of a number of resolutions of the Provincial People's Council on mechanisms and policies for socio -economic development investment in the province from the beginning of the 2021-2026 term to the present," headed by Mr. Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Standing Vice Chairman of the Provincial People's Council.

The entities subject to supervision include the Provincial People's Committee; several departments and agencies; the People's Committees of several districts, cities, and towns; the People's Committees of several communes; businesses, cooperatives, and other relevant organizations and individuals.

The purpose of this monitoring is to assess the implementation of the Provincial People's Council's resolutions on mechanisms and policies for socio-economic development investment in Nghe An province from the beginning of the 2021-2026 term to the present.

Simultaneously, assess the achievements, shortcomings, difficulties, obstacles, and their causes, clarifying the responsibilities of relevant levels, departments, and agencies in implementing the resolutions of the Provincial People's Council within the scope of supervision.

Through the monitoring process, the delegation will propose solutions to effectively implement the resolutions of the Provincial People's Council on mechanisms and policies for socio-economic development in the province in the coming period.

The Provincial People's Council's Supervisory Delegation is expected to conduct supervisory activities with a number of specific units and localities from September 26, 2023 to October 13, 2023.

The Standing Committee of the Provincial People's Council unanimously agreed to establish a specialized monitoring team of the Standing Committee of the Provincial People's Council "on the resolution of voters' petitions from the beginning of the 2021-2026 term to the present," headed by Mr. Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council. The subjects of monitoring are the Provincial People's Committee; provincial departments, boards, and agencies; and relevant organizations and units.

The purpose is to monitor the situation and the results of addressing voters' opinions and suggestions over the past period, especially those that are urgent, long-standing, and have not been definitively resolved.

At the same time, the delegation also assessed the responsibility of the Provincial People's Committee and provincial departments and agencies in addressing voters' opinions and recommendations; pointed out existing shortcomings, limitations, difficulties, obstacles, and their causes, thereby promptly proposing appropriate solutions and recommendations to better address voters' opinions and recommendations in the future.

The Provincial People's Council Standing Committee's Monitoring Team is expected to work with agencies and units from September 14, 2023 to September 28, 2023.

During the meeting, the delegates discussed and contributed further opinions on the content and methods of supervision for the two issues that will be implemented by the supervisory teams of the Provincial People's Council and the Standing Committee of the Provincial People's Council in the coming time; and supplemented the composition of the supervisory team of the Standing Committee of the Provincial People's Council.

In his concluding remarks, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, who is also the Chairman of the Provincial People's Council, basically agreed on the timeframe, content, and composition of the supervisory delegations.

Regarding the list of resolutions on mechanisms and policies for socio-economic development investment in the province, which were selected by the Provincial People's Council for monitoring by the Provincial People's Council Monitoring Team, the Chairman of the Provincial People's Council noted that the Economic and Budget Committee of the Provincial People's Council, the unit assigned to lead the coordination with the Provincial People's Council Committees, should review and select a suitable list of resolutions and seek the opinion of the Standing Committee of the Provincial People's Council for consensus, thereby issuing a list of resolutions to be monitored effectively.

Accordingly, the criteria are to ensure that 1 to 2 resolutions of the Provincial People's Council on the aforementioned field are selected and implemented effectively by the Provincial People's Committee, various levels, and sectors, thereby drawing lessons for wider application; while primarily focusing on selecting and monitoring resolutions of the Provincial People's Council that are slow to be implemented or have not yet been put into practice, in order to identify the causes such as: not being based on reality, inappropriate policies, or problems in the implementation process…

Also at the regular meeting in August 2023, the Standing Committee of the Nghe An Provincial People's Council heard a report on citizen petitions in August; assessed the results of activities in August, and discussed and agreed on tasks for September 2023.
