Establishment of the Steering Committee for the development of the foreign-invested economic development project

On October 29, Prime Minister Pham Minh Chinh signed Decision No. 2401/QD-TTg on the establishment of the Steering Committee for the Development of Foreign-Invested Economic Sector Project (Steering Committee). According to the Decision, Prime Minister Pham Minh Chinh is the Head of the Steering Committee.

The Deputy Heads of the Steering Committee include: Comrade Nguyen Chi Dung, Deputy Prime Minister (Permanent Deputy Head, directly directing the development of the Foreign-Invested Economic Development Project); Comrade Nguyen Van Thang, Minister of Finance (Deputy Head in charge of coordinating and coordinating the development of the Foreign-Invested Economic Development Project).

The Steering Committee members include: 1 representative of the Leaders of ministries and ministerial-level agencies: National Defense; Public Security; Construction; Finance; Industry and Trade; Agriculture and Environment; Science and Technology; Justice, Government Office ; State Bank of Vietnam; Chairman of Hanoi People's Committee; Chairman of Ho Chi Minh City People's Committee; Chairman of Hai Phong City People's Committee; Chairman of Da Nang City People's Committee; Chairman of Can Tho City People's Committee; Chairman of Hue City People's Committee; representative of the Leaders of the Central Policy and Strategy Committee; representative of the Leaders of the Economic and Financial Committee of the 15th National Assembly.

The Steering Committee is responsible for developing the Foreign-Invested Economic Development Project to submit to the Politburo. The Steering Committee works part-time, following the principles of centralization, democracy, and public discussion, ensuring unified leadership.

The Ministry of Finance is the standing agency assisting the Steering Committee in developing the Project; the Minister of Finance and Deputy Head of the Steering Committee shall decide to establish an Editorial Team to develop the Project.

This Decision comes into force from the date of signing and promulgation (October 29, 2025).
