Establish a special task force to 'solve difficulties' for businesses

On June 7, the People's Committee of Hai Phong City issued Decision 1522 to establish a special working group of the City People's Committee on removing difficulties and obstacles, effectively supporting businesses, investors, and investment projects in the city, with Chairman of the City People's Committee Nguyen Van Tung as the Head of the working group.

Mr. Le Anh Quan - Standing Vice Chairman of the City People's Committee is the Deputy Standing Head of the Working Group. Members of the Working Group are leaders of relevant departments and agencies, Chairmen of People's Committees of districts where projects are facing difficulties and obstacles during implementation.

At the regular meeting in May 2023, Chairman of the City People's Committee Nguyen Van Tung requested functional departments and branches to focus on removing difficulties and obstacles, and effectively supporting businesses.

The task of the Working Group is to remove difficulties and obstacles in the process of handling administrative procedures related to investment projects in the city that are being processed by the city's departments, branches and sectors, in order to speed up the process of handling documents, ensuring the correct order and time.

The working group will review investment projects that are slow to implement due to arising problems to find solutions, avoiding wasting land resources, causing loss of urban beauty and construction safety.

At the same time, the Working Group will review inappropriate content, overlaps and conflicts between relevant legal regulations to remove common obstacles for projects to speed up investment and construction progress.

The working group has the right to request departments, branches, sectors and localities to provide information, coordinate implementation, send staff and thoroughly resolve problems within the authority of that agency.

The working group is responsible for reporting to the City People's Committee periodically every month, every 3 months or suddenly according to the decision of the Head of the Working Group or at the request of the City People's Committee on the situation, results, and progress of removing difficulties and obstacles of enterprises, investors, and investment projects in the city.

The Working Group is responsible to the City People's Committee for performing assigned tasks according to this Decision and the Working Group's Operating Regulations.

The working group works on the principle of collective, makes decisions by majority, promotes the personal responsibility of each member and leader. Members perform tasks on a part-time basis and are responsible for assigned work according to assigned state management functions and tasks, ensuring timely resolution, removal and handling of difficulties and problems of enterprises, investors and investment projects in the city.

Members of the Working Group operate part-time and use the apparatus and personnel of their agencies and units to perform tasks related to the contents of their functions and specialized management as assigned by the Head of the Working Group.
