According to the plan, Sun Group Joint Stock Company will invest in building a memorial for Covid-19 victims, a green park, a community living space combined with a children's playground with the goal of forming an open space.

Therefore, the Chairman of the City People's Committee assigned the Department of Agriculture and Environment to urgently hand over the land to the sponsor Sun Group no later than October 31.

The project is expected to be completed and put into use before the Lunar New Year 2026. The Department of Culture and Sports will organize a 15-day consultation with the community and experts on the park design ideas, then synthesize and send them back to the sponsor to complete the final plan.

Land plot No. 1 Ly Thai To is currently managed by the Ministry of Foreign Affairs, with an area of approximately 44,312m², of which the usable floor area is approximately 7,101m². Previously, the land was the Government Guesthouse, with 7 villas on the premises, all of which are now vacant.

Along with the park construction project, Chairman of the City People's Committee Nguyen Van Duoc assigned the Department of Construction to urgently establish an investment project to expand Tran Binh Trong Street using the city's budget. Tran Binh Trong Street (from Ly Thai To Street to Hung Vuong Street) is about 370m long, with an average width of only 5m, not yet connected smoothly with Ly Thai To Street, causing limitations in traffic and urban space development.

According to the proposal of the Department of Construction, the road will be widened to 17m, with a total investment of about 1,073 billion VND. Of which, compensation and site clearance costs are 830.5 billion VND, construction costs are more than 40.7 billion VND. The project is expected to relocate 115 households and 1 organization.
