Implementing Decision 1813/QD-TTg and the direction of the Prime Minister in Official Dispatch 124/CD-TTg dated July 30, 2025, the People's Committee of Quang Tri province issued Official Dispatch No. 679/UBND-TH requesting departments, branches and sectors to develop detailed plans, coordinate with the State Bank of Vietnam, Region 8 branch and commercial banks to promote non-cash payments in budget revenue and expenditure, fees, charges, public services, tuition fees, hospital fees, electricity and water bills, etc.

According to Mr. Luong Hai Luu, Deputy Director of the State Bank of Vietnam, Region 8 Branch, the local banking sector has coordinated with relevant units to deploy many solutions to promote electronic payments.

“Credit institutions in the area have increased investment in technical infrastructure, expanded payment channels at hospitals, medical facilities, schools, public service points, etc. to create maximum convenience for people,” Mr. Luu shared.

To date, the province has 66 credit institutions (31 level 1 bank branches and 35 people's credit funds). The ATM system has 246 machines; the POS network has nearly 2,500 devices. The number of active ATM cards exceeds 1.5 million, of which 85% are domestic chip cards - the foundation for safe and modern payments.

Notably, QR Code has become a popular payment method with a coverage rate of over 80% of payment acceptance points, reaching over 90% in urban areas. Along with that, banks promote Mobile Banking, Internet Banking, 24/7 fast money transfer, e-wallets linked to accounts... to help people in remote areas easily access modern banking services, gradually reducing the habit of using cash. A representative of Agribank Quang Tri said that the unit waives card issuance and annual fees for policy beneficiaries, waives electronic transaction fees and prioritizes support for social security groups. We also strive to accompany the government in implementing cashless social security payments...

Public services - driving force for cashless payments

Currently, the digital payment ecosystem in Quang Tri has been connected to national public services, electricity - water - telecommunications, education, healthcare and e-commerce. People can perform all transactions from paying tuition fees, hospital fees, electricity and water bills, to booking tours, shopping online... with just a few operations on the phone.

Thanks to that, the rate of cashless payments in public services, education, and health care has increased sharply. Nearly 100% of schools in urban areas have collected tuition and fees through accounts. The rate of cashless payments in social insurance and unemployment benefits reached 89.6%, exceeding the target of the Vietnam Social Security...

The rate of cashless payments in public services, education and healthcare in Quang Tri is increasing rapidly.

Mr. Nguyen Xuan Trang (Ward 6, Dong Ha Ward) shared: "Since receiving the subsidy through my account, I no longer have to travel far, saving time and being safer."

Similarly, Mr. Nguyen Phuoc Thanh (Trieu Co commune) said that people were enthusiastically guided by bank staff to open accounts and register for cashless payments, helping them access banking services quickly and conveniently.

The Regional Tax Authority and State Treasury also play an important role in this process. Up to now, most businesses in the area have registered to pay taxes electronically, 100% of customs procedures are carried out through the VNACCS/VCIS system and the Online Public Service Portal. Most electricity, water and telecommunications bills are paid via bank accounts or e-wallets. Particularly at Quang Tri Electricity Company, 100% of customers have paid their electricity bills without cash, marking a big step forward in digital transformation.

At the same time, the banking sector and relevant agencies pay special attention to payment security and safety. The State Bank of Vietnam, Region 8, closely coordinates with the Provincial Police to monitor credit institutions, ensure compliance with anti-money laundering regulations, and prevent high-tech fraud. Banks and payment intermediaries apply multi-layer authentication, biometrics, OTP, real-time transaction monitoring, etc. to protect customers from cyber risks.

Despite many positive results, Quang Tri still faces many challenges in popularizing non-cash payments. In particular, in rural and remote areas, the habit of using cash is still popular, while a part of the elderly, the disabled, and farmers are limited in using smartphones or digital banking services. Some small educational and medical facilities still collect and pay cash due to limited infrastructure and technology skills. In addition, the risk of fraud, e-wallet forgery, and account hijacking is still latent; the legal framework for new services such as Mobile Money, personal data protection, electronic authentication, etc. needs to continue to be improved.

Also according to Mr. Luong Hai Luu, in the coming time, the State Bank of Vietnam, Region 8 branch, will continue to coordinate with relevant units to expand non-cash payments in rural areas, develop diverse supply organizations, distribution channels, improve service quality and modern payment utilities. At the same time, strengthen system security, train staff, inspect and closely monitor payment activities, ensure safety and customer benefits.
