4 times extension still not done
The Tinh Phong Commercial Service and Residential Area Project was approved by the Chairman of the People's Committee of Son Tinh district with an area of 4.94 hectares and a total investment of more than 70 billion VND from land fund exploitation capital.
The project is implemented in 2017-2019 with the goal of building a new, modern residential area with a synchronous technical infrastructure system, meeting local housing land needs and auctioning land use rights to generate budget revenue.

The project is built with many items such as: Leveling the ground with a total area of nearly 32,000 m2, the market has 4 kiosks and 60 stalls, roads, lighting, rainwater drainage, wastewater drainage, sidewalks, planting trees...
It is worth mentioning that this project has had its construction progress extended four times, but so far the project has only cleared more than 72% of the land.
According to the reporter's records, up to now, the project has only completed a few items such as the kiosk system, the greenhouse, traffic roads, drainage system... but all are unfinished, not completed, not synchronously connected, the inside of the campus is very bumpy, the ground is messy.
The district has not yet taken drastic action.
Regarding this project, the Quang Ngai Provincial Inspectorate has just concluded that there are many violations.
According to Quang Ngai Provincial Inspectorate, this project is under the authority to decide on investment policy of Son Tinh District People's Council, but the Project Management Board and the Investment Policy Appraisal Council for projects managed by the district did not advise the District People's Committee to submit to the District People's Council for approval of the investment policy but submitted to the Chairman of Son Tinh District People's Committee for approval of the project investment policy, which is not within the authority, violating the 2014 Law on Public Investment.

Regarding this issue, the People's Committee of Quang Ngai province has sent two official dispatches requesting the People's Committee of Son Tinh district to clarify the legal basis, but up to now the People's Committee of the district has not taken any remedial measures and has not completed the instructions, leading to a lack of basis for the People's Committee of the province to submit to the Provincial People's Council for approval to add the project to the 2024 land use plan of Son Tinh district. The People's Committee of Son Tinh district has not approved the adjustment of the project implementation time as well as arranged the capital plan to continue implementing the project and re-implement the construction.
Quang Ngai Provincial Inspectorate also said that during the contract implementation process, the Project Management Board lacked supervision, so the result was that only a few items were constructed but they were all unfinished, not completed, not synchronously connected, abandoned for many years with the risk of degradation, and the project campus was overgrown with trees. As of November 2024, the project has been delayed for more than 4 years but has not been completed, which is a violation of the provisions of the 2019 Law on Public Investment.
In addition, the Project Management Board has not fully recovered the overdue advance balance of VND 536.23 million from An Ngai Mechanical and Construction Joint Stock Company, which is a violation of regulations on management, payment, and settlement of projects using public investment capital.
The project management board lacked coordination with agencies and was not resolute in organizing implementation, easy to do, hard to abandon, which means it has not properly fulfilled its responsibilities as an organization in charge of compensation and site clearance, and has not advised the Chairman of the People's Committee of Son Tinh district to enforce and protect the construction site, leading to no clean site for construction, slowing down the project's progress.
The conclusion of the Provincial Inspectorate also stated that the leadership and direction of the implementation of the investment project by the District People's Committee has not been resolute in inspecting and urging the handling of the slow progress of the project. Although the encroachment and illegal leasing have been concluded and handled by the Son Tinh District Inspectorate since 2015, the Son Tinh District People's Committee has also directed the Tinh Phong Commune People's Committee and Phong Nien Agricultural Cooperative, the Project Management Board. The Son Tinh District Department of Natural Resources and Environment has coordinated to thoroughly handle the situation, but up to now it has not been completed but has not been directed by the District People's Committee to thoroughly handle it. In addition, the lack of determination in directing the timely handling of problems in site clearance and handling of construction contracts has led to the project not being completed, causing waste and the project's objectives have not been achieved effectively.
