Mr. Le Van Phuoc, Vice Chairman of An Giang Provincial People's Committee, said that he strictly implemented the Prime Minister's direction to remove difficulties in sand and stone materials supplied for horizontal and vertical highway projects in the Mekong Delta.
Of which, the Chau Doc - Can Tho - Soc Trang expressway, the section through An Giang province, has been supplied with more than 3.8 million m3 of sand out of a total volume of 9.3 million m3, the remaining volume has been identified as a source of supply and confirmed for exploitation.
Acceleration after material addition
As soon as the material problem was resolved, the Management Board of Investment and Construction of Traffic and Agricultural Works of An Giang province - the investor of component project 1 (phase 1) of Chau Doc - Can Tho - Soc Trang expressway through An Giang province said that the construction progress of 4 construction packages reached about 48.80%/47.76%, exceeding 0.04% compared to the adjusted plan according to the direction of the Prime Minister.
The investor said that component project 1 has 4 construction packages, of which only package 43 is behind schedule by about 1.32% compared to the plan, the remaining three packages: package 42 is 0.2% ahead, package 44 is 1.5% ahead, and package 45 is 0.03% ahead of the adjusted plan.
Component 1 project through An Giang province has 27 bridges across rivers, canals and 2 overpasses. Currently, the progress of the bridge section is very good, due to the time waiting for the arrangement of sand materials, contractors have focused on the bridge construction to avoid wasting time and manpower. Most of the bridges have had their girders placed, the basic bridge decks constructed, some are constructing railings.
According to the records of package 43, the contractor has completed the asphalt concrete pavement of the DT945 overpass, completed the construction of the deck of Ba The bridge, Mac Can Dung bridge, Don Dong bridge, and is constructing the bridge railing. Meanwhile, in package 45, the contractor has completed the deck of the DT943 overpass and railing, the T12 canal bridge, the T20 canal bridge, the Ba Phu bridge, the Don Dong bridge, and the Kenh Ranh bridge.
A representative of Truong Son Construction Corporation said that the contractor is implementing package 42 of component project 1 through An Giang province. In the total length of 19.926km of the package, there are 7 bridges across rivers and canals, and the bridge deck has been basically completed. During the period of waiting for sand material arrangement, the contractor has focused on 7 bridge construction points, so the bridge progress is very good, the bridge deck has been concreted and can be opened to technical traffic in June.

Shorten project completion time
Right from the starting point of Chau Doc - Can Tho - Soc Trang expressway connecting with National Highway 91, excavators continuously scoop up soil and dump it onto trucks to transport it elsewhere. This is the first 3km section of the project that must be excavated to replace the soil (about 3m deep) to treat weak ground. More than 50 construction vehicles continuously go back and forth on the service road to transport materials to the construction sites with more than 150 workers working hard on the construction site regardless of rain or shine.
At the construction site of the Canal Bridge, workers are concentrating on constructing the bridge railing. The bridge is 401m long, with 13 spans, and the 17m wide bridge deck has been basically completed with concrete poured. Currently, workers are constructing the cross-culvert located right under the M1 pier of the Canal Bridge to proceed with the construction of the approach road connecting the bridge to the main road.
Not far away, the 474m long Huynh Van Thu bridge is also basically completed, and workers are constructing the bridge railing.
Mr. Tran Minh Thanh, Deputy Director of the Project Management Board in charge of road construction of package 42, said that the contractor is currently focusing on 6 main road construction sites because sand and stone materials have been fully arranged.
"This package is supplied from 3 sand mines of Cai Dau, Khanh Hoa, Binh Thuy, Chau Phu district (An Giang province) with an exploitation capacity of 7,000m3/day, basically meeting the work demand. The total remaining volume for the completion of package 42 is about 2 million m3 of sand and 300,000 m3 of stone, which has also been confirmed by Antraco stone mine in Tinh Bien town (An Giang province) to supply", said Mr. Tran Minh Thanh.
The project management board said that the completion time of the Chau Doc - Can Tho - Soc Trang expressway project has been adjusted to be shortened from December 31, 2026 to June 30, 2026 as directed. Therefore, some difficulties will arise during the implementation process, but the contractor will still ensure the progress as well as the requirements on project quality as directed by the Prime Minister.
Sand barges supply to construction sites in package number 42
Previously, on April 25, the Ministry of Construction sent a document to the People's Committees of four provinces and cities, An Giang, Can Tho, Hau Giang, and Soc Trang, requesting to speed up the implementation of the Chau Doc - Can Tho - Soc Trang Expressway Construction Project because the project is seriously lacking in construction materials, which could affect the overall completion progress of the entire project.
The Ministry of Construction said that although localities have made efforts to remove obstacles in granting licenses for sand mining for embankment, supply is still lacking and mining capacity has not met progress requirements.
To overcome this situation, the Ministry of Construction requested the People's Committees of An Giang and Hau Giang provinces to direct investors of component projects 1 and 3 to urgently complete sand mining licensing documents and send them to the competent authorities of An Giang and Ben Tre provinces to carry out licensing procedures.
The Ministry also requested the People's Committee of Can Tho City to coordinate with Tien Giang Province to speed up the licensing of mining operations for component project 2; the People's Committee of Soc Trang Province to coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment to promptly complete procedures for handing over sea areas for sand mining for component project 4.
"Localities need to direct investors and contractors to coordinate with competent authorities where sand mines are located to study solutions to increase exploitation capacity, and proactively seek additional sand sources, report to the provincial People's Committee for consideration and decision to ensure the progress of supplying sand for the project's foundation," the Ministry of Construction emphasized.
The Chau Doc - Can Tho - Soc Trang expressway project has a total length of 188.2km, passing through 4 provinces and cities, with a 4-lane investment scale and a preliminary total investment of 44,691 billion VND.
The project progress is basically completed in 2026 and the entire project is put into synchronous operation in 2027.
The project is divided into 4 independently operated component projects, of which Component Project 1 is managed by An Giang province, with a length of about 57km and a preliminary total investment of 13,799 billion VND.
Component project 2 is managed by Can Tho city, about 37.4km long, with a preliminary total investment of VND 9,845 billion.
Component project 3 is managed by Hau Giang province, about 6.7km long, with a preliminary total investment of VND 9,927 billion.
Component project 4 is managed by Soc Trang province, about 58.4 km long, with a preliminary total investment of 11,120 billion VND.
