Patriotic emulation: Motivation for border sovereignty protection in the new era

This is an opportunity for the entire diplomatic sector to look back on the past five years, and at the same time to add new vitality and strongly arouse the spirit of dedication for the national and ethnic interests of all cadres, civil servants and employees of the Ministry of Foreign Affairs.

Expectations of success and motivation from the Congress

All civil servants and employees of the National Border Committee in general and I personally believe and expect that the Congress will not only be an opportunity to summarize valuable lessons and commend advanced models, but also an important forum to unify will and set out breakthrough emulation goals for the next stage.

Firstly , the Congress will strongly arouse the spirit of innovation and creativity in the entire industry, motivating all cadres, civil servants and employees of the Ministry to continue to promote their pioneering, core, important and regular role in successfully implementing the foreign policies and guidelines of the Party and State.

Second , the Congress will be a place to crystallize typical advanced examples in the fields of foreign affairs. I expect that good models and creative ways of doing things from units will be shared, creating conditions for the National Border Committee to have the opportunity to learn and apply modern initiatives and thinking to the state management of borders and territories.

Third , the Congress is an opportunity to consolidate internal solidarity and enhance inter-sectoral coordination. The spirit of emulation will unite officials working in foreign affairs and international integration from central to local levels, towards the common goal of serving the country's sustainable development in the era of deep integration.

Patriotic emulation movement and commendation work of the Committee in recent times

For the National Border Committee, the patriotic emulation movement is the driving force for all activities, associated with the ultimate task of firmly protecting sovereignty, territorial integrity and maintaining a peaceful and stable environment, serving economic development in border areas.

Regarding professional work, the National Border Committee has concretized and seriously responded to the emulation movement launched by the Prime Minister and the Minister of Foreign Affairs, linking emulation with the key political tasks of the Committee, especially the emulation movement to achieve achievements in welcoming the 14th National Congress of the Party, accelerating and breaking through to successfully complete the goals and tasks of the Resolution of the 13th National Party Congress.

The Committee has actively contributed to the work of firmly protecting independence, sovereignty and territorial integrity through peaceful means, negotiations, and building a solid international legal foundation; maintaining peaceful and stable land borders and firmly protecting Vietnam's sovereignty, sovereign rights and jurisdiction in the East Sea.

Internally, during this period, the Committee actively competed to perfect the organizational structure towards streamlining, effectiveness and efficiency. The results of the emulation movement were clearly demonstrated through the improvement of the quality of policy advice, promptly responding to the complex requirements of border and territorial work in the context of many fluctuations in the regional and international situation. The reorganization and assignment of tasks to units under the Committee ensured specialization in handling specific legal and management issues, thereby improving the overall operational efficiency of the Committee.

As the state management unit of borders and territories, the Committee has promptly commended and recommended competent authorities to commend collectives and individuals with achievements and contributions in border and territory work.

The Committee has recommended awarding 19 Labor Medals, 25 Prime Minister's Certificates of Merit, 80 Ministerial Certificates of Merit to collectives and individuals of the Committee; and recommended awarding more than 500 "For the cause of national border and territory" commemorative medals to individuals of ministries, branches and localities who have contributed to national border and territory work.

In addition, the Committee continues to promote the form of Certificate of Merit of the Chairman to encourage and motivate civil servants and employees of the Committee to compete for achievements in professional work.

Recognizing the importance and significance of advanced models, the Committee always pays attention to promoting the exemplary role and influence of advanced models in the Committee. In the period of 2020 - 2025, the Committee has 02 advanced models of the Ministry of Foreign Affairs, of which 1 advanced model is honored to attend the National Patriotic Emulation Congress scheduled to be held in December 2025.

Directions to promote emulation movements in the coming time

Border and territorial work in the coming time will focus on concretizing tasks and solutions, continuing to develop the National Border Committee into a comprehensive, modern, professional state management unit on borders and territories, truly a pioneering and core force, affirming its important and regular role in protecting national sovereignty, meeting the requirements of the era of strong development.

Firstly , promote emulation to maintain a peaceful and stable environment in border areas through maintaining and effectively and smoothly operating bilateral border management cooperation mechanisms; promote development cooperation, considering this a breakthrough and foundation to consolidate and maintain peace and stability; resolutely and persistently fight to firmly protect Vietnam's national sovereignty and jurisdiction at sea in the political - diplomatic, legal and information - public opinion aspects.

Second , focus on perfecting a streamlined and efficient organizational structure, while competing to build a team of highly qualified officials, focusing on researching, building plans and mechanisms to develop a team of officials and experts specializing in a number of priority areas such as international law and international relations.

Third , compete to cultivate and promote diplomatic identity with core values: loyalty, solidarity, courage, intelligence, creativity; enhance Vietnam's position in the international arena, especially in resolving border and territorial issues.

On the eve of the Patriotic Emulation Congress of the Ministry of Foreign Affairs, all staff of the National Border Committee pledged to continue to be a pioneering, silent but effective force, promoting the achievements that have been made, constantly striving to innovate, be creative, unite, turn the emulation movement into concrete actions, determined to firmly protect national sovereignty, contribute to the cause of building and defending the Fatherland, worthy of the trust that the Party, State and people have entrusted, making a practical and effective contribution to bringing the country into an era of strong, civilized and prosperous development.
