High School Graduation Exam 2025: Signing a commitment to protect the exam questions, supporting students to 'sprint'

TPO - In the High School Graduation Exam, the exam questions that have not been made public are classified as "Top Secret" state secrets, so every year, localities require candidates to sign a commitment to comply with exam regulations, to avoid cases where candidates intentionally bring sophisticated electronic devices into the exam room to cheat.

The 2025 High School Graduation Exam is considered a special exam because this is the first year students will take the exam according to the 2018 General Education Program. In addition, there are still some students from the 2006 program taking the exam.

The Ministry of Education and Training informed that it will establish two separate exam question councils for the 2006 General Education Program and the 2018 General Education Program to ensure separation of exam process and quality.

Up to this point, many localities have organized mock exams according to the instructions of the Ministry of Education and Training. The exam basically follows the published structure and format, the results reflect the quality of teaching and are the basis for classification and appropriate review organization.

It is known that this year, Ha Tinh province has more than 17,000 candidates registered for the exam. The whole province will arrange 36 exam sites, of which one exam site is for candidates taking the exam under the 2006 general education program and 35 exam sites are for candidates under the 2018 general education program.

Mr. Phan Tri Hieu, Head of Quality Management Department, Ha Tinh Department of Education and Training, said that up to this point, Ha Tinh has prepared stages such as: establishing an examination council, preparing facilities, mobilizing staff and teachers to participate in stages in the exam organization process.

“The selection of officials and teachers participating in organizing the exam is in accordance with regulations and standards, focusing on people with good moral qualities. Students are taught the regulations and sign a commitment to comply with the regulations during the exam,” said Mr. Hieu.

Like Ha Tinh, many other localities have requested the Department of Education and Training to coordinate with units to develop plans to organize the exam, with plans for unusual situations that may occur in extreme weather conditions.

The staff and teachers involved in organizing the exam are required to undergo thorough professional training and must not be subjective at any stage. The staff and teachers involved in performing tasks at the exam sites are trained in the skills to detect and identify high-tech devices used to cheat in exams.

Before the exam, students are taught the regulations and sign a commitment to comply with regulations on protecting state secrets.

In addition, the police force is also required to deploy measures to ensure security and order, traffic safety, and fire and explosion prevention at exams from the stages of making exam questions, printing exam questions, transporting exam questions, transporting exam papers, invigilation, grading, re-grading exam papers, etc. Propagating,educating the law and training on regulations on protecting state secrets in the High School Graduation Exam.

High schools must review cases of students in difficult circumstances, families with preferential policies, students with disabilities, poor households, remote areas, and those residing in areas affected by natural disasters participating in exams to have support plans, so that no candidate has to drop out of the exam due to difficulties.

Support students "sprinting"

In Hanoi, the entire city has nearly 125,000 candidates registered for the exam. This is the locality with the largest number of candidates in the country, accounting for more than 1/10 (the whole country has nearly 1.17 million candidates registered for the exam).

The leader of the Hanoi Department of Education and Training said that preparations for the exam are being urgently implemented with a serious, thoughtful and urgent spirit to organize the exam to ensure safety and protect the rights of candidates.

Hanoi plans to establish 250 examination sites at secondary and high schools with more than 5,500 examination rooms.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that up to now, schools have completed the review of school facilities, examination rooms, desks, chairs, electric fans, air conditioners, etc. to prepare for the exam. The city has established an exam steering committee and mobilized staff and teachers to participate in organizing the exam.

High schools are required to have solutions to review and train students to prepare the best basic knowledge for the exam.

In particular, Hanoi has organized for students to practice the High School Graduation Exam like the real exam early and announced the results of each subject. From there, schools can evaluate the ability of each group of students, have a review plan, and supplement the knowledge that students lack to move forward to the exam.

Schools are also required to encourage and support students in the "sprint" stage so that they have the most stable mentality before and during the exam. In meetings with high school principals, leaders of the Hanoi Department of Education and Training discussed solutions to improve teaching quality in order to achieve better high school graduation exam results next year than last year.
