Reporter: Could you please tell us the basic features of the situation and life of ethnic minorities in Thoi Binh district?
Mr. Tran Minh Nhan: Thoi Binh District, Ca Mau Province borders two neighboring provinces (to the North, An Minh District and Vinh Thuan District, Kien Giang Province; to the East, Gia Rai Town and Phuoc Long District, Bac Lieu Province). The district has 11 communes and 01 town, with 95 hamlets and wards (including 07 particularly difficult hamlets). Thoi Binh is a district with many ethnic groups living together such as: Hoa, Khmer, Cham, Muong, Tay, Thai, Cham, Co Ho, Xtieng..., of which the largest group is Khmer.
Ethnic minorities in Thoi Binh district have a tradition of solidarity, attachment, and mutual support in production and labor, and stable life. During the two resistance wars against French colonialism and American imperialism, many ethnic minority families have contributed to sheltering, sheltering, and supplying revolutionary cadres. Each ethnic group has its own cultural identity and customs, but they are always connected and blended together to create diversity and richness in the cultural identity of the district.
In recent years, the Party's policies and the State's policies have been focused on by the district, many programs and projects have been prioritized for investment in ethnic minority areas, thereby changing all aspects of the economic - cultural - social life of ethnic minorities. By the end of 2023, the number of poor households in the district was 678, accounting for 1.90% of the whole district (of which, ethnic minority poor households were 104 households) and there were 755 near-poor households (116 ethnic minority households).
Reporter: After nearly 4 years of implementing the National Target Program 1719, what outstanding results has Thoi Binh district achieved, sir ?
Mr. Tran Minh Nhan : As soon as the National Target Program 1719 was deployed to the locality, the district established a Steering Committee to provide general direction for all 3 National Target Programs in the area. The Steering Committee assigned the Ethnic Affairs Department as the Standing Agency, presiding over and assisting the Steering Committee in managing and organizing the implementation of the National Target Program 1719.
Through screening in the district, 03/10 Projects have beneficiaries (Project 1; Project 3 and Project 4). The total capital allocated to implement the Program in the district is 13,099 million VND (central budget is 11,732 million VND, local budget is 1,367 million VND). The capital disbursement rate is expected to reach over 95% by the end of 2024.
Implementing the National Target Program 1719 in the past time, hundreds of households have been supported with housing, domestic water and job conversion (housing support for 75/76 households; domestic water for 22/40 households and job conversion for 57/83 households).
The district has implemented 12 community production development projects in 07 extremely difficult hamlets, with 65 households participating. The projects are bringing positive results, contributing to increasing the income of rural people, improving the material and spiritual life of ethnic minorities. Average income per capita has increased, reaching 60 million VND/person/year in 2023.
In particular, from the budget of the National Target Program 1719, the district has invested in building, upgrading, repairing, and maintaining 17 works in extremely difficult hamlets (13 rural traffic works and repairing and upgrading 04 hamlet cultural activity headquarters). The completed works put into use have solved the difficulties of the people in life and economic development. The people are excited, in agreement, making efforts to escape poverty, joining hands to build increasingly developed hamlets.
Reporter: During the implementation of National Target Program 1719, did Thoi Binh district encounter any difficulties or problems, sir ?
Mr. Tran Minh Nhan : Basically, the district always receives the attention and direction of the Provincial People's Committee; the responsible coordination of the provincial departments and branches and the close leadership and direction of the District Party Committee and People's Council; the good coordination of the Fatherland Front and socio-political organizations of the district.
However, in the process of implementing projects and components of the National Target Program 1719, the district also encountered certain difficulties such as the progress and results of implementing projects with public capital sources were still slow compared to the targets and tasks; the plans of some units assigned to take charge of implementing projects and sub-projects were not really drastic in implementation; the review work was not in line with the actual situation, and there was a situation where beneficiaries voluntarily implemented the review, but when implementing, they set some requirements outside of the regulations, or refused to receive support.
The organization of the entire political system has been streamlined; difficulties and shortcomings have arisen in the process of organization, especially for the ethnic affairs agency. It is expected that in the coming time, 01 position will have to be cut, and there will no longer be a deputy of the agency as the program's Standing Committee, which will affect management and implementation.
Reporter: To complete the progress and goals of the National Target Program 1719 Phase I: 2021 - 2025, what recommendations does Thoi Binh district have, sir?
Mr. Tran Minh Nhan: In addition to resolving the problems and difficulties that have been pointed out, Thoi Binh district has also proposed to the Central Government to adjust the Circular regulating the content of career conversion support (when the locality synthesizes the needs and capital sources and submits them once for approval of beneficiaries and capital sources).
For the locality, in 2024, the district proposed the province to allow the transfer of career capital from Project 1 to implement Project 4 Phase I, according to Resolution 16/NQ-HDND dated October 9, 2024 of the People's Council of Ca Mau province. Approval of this adjustment will help the district focus on investing in essential infrastructure, serving production and life in ethnic minority areas in especially difficult hamlets of the district.
